Position Summary

Reporting to the Manager, Energy and Waste, the Utility Permit Coordinator will be responsible for processing utility applications and providing conditions of approval for placing utility infrastructure and equipment in conjunction with municipal standards, including conducting on-site inspections for utilities’ project constructed in the public Right-of-Ways.

Key Duties and Responsibilities

  • Reviewing and approving municipal consent applications and road occupancy permits
  • Responsible for reviewing and approving various utility design proposals for new infrastructure installs within the assumed road allowance
  • Oversee proposed road closures for work to be completed and notify City stakeholders with specifications related to the scheduled closure
  • Liaise and coordinate with external agencies for large scale projects   
  • Implementation of "Terms and Conditions" for the Municipal Access Agreement
  • Generate year end cost reports to implement fees associated with fee schedules in agreements 
  • Reviewing and approving service connections on municipal roads, and providing "verbal permission" to proceed with installation of utilities in emergency situations  
  • Inspect all field work undertaken by private utilities within the Right-of-Way; maintaining statistics and a database for recording all utility applications and service connections and cataloguing municipal drawings within the database.  
Requirements

Education and Experience

  • 3 year diploma in Civil Engineering or related discipline
  • Certification as a Professional Engineer, or a Technician by the Ontario Association of Certified Engineering Technicians and Technologists (OACETT), or equivalent
  • 3 years of experience in municipal infrastructure maintenance and operations

Required Skills/Knowledge

  • Proficient with MS Office and experience with an asset management systems or work management systems
  • Experience in contracts and administration, estimating, report writing and cost analysis
  • Knowledge of the Occupational Health and Safety Act and the Highway Traffic Act
  • Excellent analytical administrative, organizational, problem solving and written/oral communication skills and the ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public
  • Must be and willing and able to transport yourself to City work sites as required (mileage compensated).
