Position Snapshot

Under the supervision of the Manager of Construction and Inspections, the Senior Construction Inspector is responsible for, but not limited to, performing inspection services for the construction of capital works projects, and the review of municipal engineering designs. This position will also be responsible for the inspection and condition assessment of municipal assets in accordance with the Municipality’s Asset Management Plan.

What you’ll be doing

As a Senior Construction Inspector, your responsibilities include but are not limited to:

  • Providing inspection and surveying services for subdivisions and capital works projects, including municipal and regional servicing works, to ensure compliance with Municipal contracts, engineering drawings, development agreements and construction safety regulations.
  • Assisting the Manager of Construction with the administration of complex municipal capital contracts, including the enforcement of contract specifications, conducting site meetings, calculating quantities, completing payment certificates, issuing change orders and ensuring deficiencies are corrected.
  • Demonstrating expertise in reading contract documents.
  • Reviewing engineering designs and providing written recommendations and expertise to ensure compliance with general engineering principles, Municipal policies, procedures and by-laws and applicable Provincial legislation.
  • Attending design and construction meetings to provide guidance to contractors, consultants, agencies and authorities on issues relating to construction or design.
  • Providing mediation and negotiation when conflicts arise; ensuring appropriate decisions are reached on behalf of the Municipality.
  • Liaising with the general public in a professional, courteous manner.
  • Coordinating third party inspections with testing firms.
  • Assisting with the preparation of cost estimates and provide recommendations relating to municipal or development projects.
  • Assisting with the review Municipal Consent requests and recommend approvals to the Manager of Construction, ensuring all requests comply with the Municipal Access Agreements, and tracking of all works and inspections.
  • Providing and maintaining accurate record keeping.
  • Other duties as assigned.

What you bring

The successful candidate will have:

  • A three (3) year diploma in Civil Engineering Technology or equivalent education and experience to the satisfaction of the Deputy CAO, Planning and Infrastructure Services.
  • Accreditation with the Ontario Association of Certified Technicians and Technologists as a Certified Civil Engineering Technologist, coupled with three (3) consecutive years’ experience in the design and construction of municipal infrastructure such as roads, storm sewer, sidewalks and multi-use paths/trails, stormwater management ponds, streetlighting and parks.
  • Experience in the administration of construction contracts and contract documents.
  • Strong technical, mathematical and analytical skills with a high attention to detail.
  • Excellent written and oral communication skills and demonstrated problem solving skills and, ability to work independently in a fast-paced environment with limited supervision.
  • Demonstrated negotiation and conflict resolution skills with the ability to conduct oneself in a professional manner.
  • Knowledge of road and drainage design principles, construction practices, municipal and regional construction standards, Ontario Provincial Standard Specifications (OPSS), and materials, including construction safety legislation.
  • Experience conducting condition assessments for asset management would be considered an asset.
  • Proficient with Microsoft Office Suite, Word and Excel.
  • Must possess the physical capability to navigate uneven ground, including climbing and extended periods of walking.
  • Able to work outdoors in all weather conditions.
  • A valid Class “G” driver’s license and the use of a reliable vehicle is essential.
  • Must be legally able to work in Canada.

What we offer

  • Salary: $76,795 to $88,209 – Code 12 of the 2024 Inside Collective Agreement.

Prior to starting the position, the successful candidate must provide, at their own expense, the following:

  • Must possess and maintain a valid Ontario Driver’s License Class “G” with a satisfactory Driver’s Abstract and access to reliable transportation.
  • A satisfactory criminal reference check (within the last 180 days). Applicants who have been employed with the Municipality within the last year and have provided a criminal reference check within the last 365 days are exempt from providing another criminal reference check.
