The SAFETY CODES OFFICER – BUILDING is responsible for administering the Safety Codes Act and its regulations applicable to the building discipline, including compliance monitoring of Building Code regulations (and Fire, upon qualification) and the Leduc County Quality Management Plan, policies, and procedures.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  1. Conducts inspections and re-inspections, and issues inspection reports/letters of correction, as deemed necessary to gain code compliance in accordance with the Safety Codes Act, any applicable regulations, and the Leduc County Quality Management Plan for all permitted building construction.
  2. Issues variances in accordance with the Safety Codes Act, any applicable regulations, and Leduc County policies/procedures.
  3. Issues and follows-up on orders to comply in accordance with the Safety Codes Act, any applicable regulations, and Leduc County policies/procedures.
  4. Maintains accurate records of plans, permits, correspondence, inspections, and reports.
  5. Investigates complaints, unsafe conditions, and accidents, in accordance with the Safety Codes Act, applicable regulations, and Leduc County policies/procedures.
  6. Reviews construction documents as required.
  7. Prepares inspection reports as needed.
  8. Issues verbal and written directives as needed.
  9. Provides information and assistance regarding the Alberta Building Code and Fire requirements to internal and external clients.
  10. Maintains Safety Codes Officer status with upgrading as required by the Safety Codes Council.
  11. Attends training, workshops and seminars in order to remain up-to-date with new methods of construction, new technology, and new products and materials.
  12. Carries out special assignments, and assists other department operations as required.
  13. Adheres to guidelines as set out in the Human Resource Policy Manual.
  14. Participates in the County Health, Safety, and Wellness Program as required.
  15. Performs related duties as required.
Requirements

The preferred level of education required by this position is a diploma or degree in construction, civil, architectural, or building technology; or a journeyman certificate in the construction or carpentry trade; and Safety Code Officer (building) Level 3, 4C, 5A & 5B certification. The incumbent must have a minimum five (5) years building construction field experience and a minimum three (3) years building inspection experience; and demonstrate knowledge of building requirements in commercial/industrial buildings, oil and gas facilities/equipment (oil rigs, separators, pump jacks, etc.), and residential/farm buildings/sites. Certification in Fire Inspection is an asset; if not currently certified, ability to obtain certification is a requirement.  Previous inspection experience is an asset.  The incumbent must have proficiency with Microsoft Office applications (Word, Excel, and Access); be able to learn and operate permitting software, be able to type inspection reports and other documents; and possess a valid Alberta Class 5 driver’s license. In addition, the incumbent must have effective organizational, communication, interpersonal, and public relations skills; and be committed to the provision of high-quality service to the public.
