The Halifax Regional Municipality is inviting applications for the permanent position of Senior Traffic Operations Engineer in Traffic Management, Transportation and Public Works.

The Senior Traffic Operations Engineer is responsible for overseeing and leading the management and operation of HRM’s regional roadway network which consists of approximately 1600 kms of arterial, collector and local streets and its associated network of traffic and pedestrian signal systems, traffic controls and signage, lane markings and street lighting. In fulfilling these responsibilities, the Senior Traffic Operations Engineer assumes a lead role in establishing capital and operating budgets, miscellaneous transportation improvements, traffic operations and supervising the daily operations of two or more professional engineers and approximately 28 technicians and support staff.

DUTIES AND RESPONSIBILITIES:

  • Responsible for the planning and control of the operating budget for traffic operation functions;
  • Responsible for the planning and control of the capital budget for traffic improvements;
  • Takes an active role in the development and monitoring of the business plan for the Traffic Management section to ensure that Council’s strategic directions and objectives are being met;
  • Provides liaison with EMT and Council relative to Traffic & Right of Way Services and Deputy Traffic Authority issues including the preparation and presentation of reports to council;
  • Represents Traffic Management on a number of internal/external committees relative to areas of responsibility, i.e. Regional Planning, Provincial Traffic Operations Committee, Joint Transportation Committee and Committees associated with the Transportation Association of Canada and the Institute of Transportation Engineers;
  • Meets with community groups, school committees and individual residents to discuss and explain municipal practice related to traffic control and signage, lane markings, street lighting and capital transportation projects;
  • Reviews and comments on infrastructure design plans and provides traffic control designs where applicable;
  • Provides expert testimony before civil courts on matters related to traffic operations. Provide operations and preventative maintenance services in the HRM traffic inventory in a high quality, cost effective and customer focussed manner;
  • Ensure that employees work within a healthy and safe workplace, and ensure compliancy with all applicable codes and legislation;
  • Set priorities on the delivery of services and ensure service level standards are met. In co-operation with the Public Works Capital Projects staff, assist in identifying and prioritizing capital projects within the Traffic Operations Portfolio;
  • Subject to appropriate background and experience and approval by Halifax Regional Council, it is intended that the Senior Traffic Operations Engineer assume the responsibilities of the Deputy Traffic Authority for the Municipality, ensuring that traffic control decisions are based upon appropriate regulations, sound engineering practices and with due consideration for the broad perspectives of public safety;
  • Other related duties as required.
Requirements

QUALIFICATIONS:
Education and Experience:

  • A Degree in Civil Engineering from a recognized university with course emphasis on transportation engineering and with at least five (5) or more years of progressively responsible urban traffic related experience of which a minimum of three (3) years has been at a managerial level;
  • Registered with the Association of Professional Engineers of Nova Scotia or eligible for registration;
  • Registered Professional Traffic Operations Engineer (PTOE) would be a preferred asset;
  • Must have a valid driver’s license and be willing to use their own vehicle in accordance with the HRM Local Travel Allowance policy.

Technical / Job Specific Knowledge:

  • Clear understanding of Traffic Operations delivery of service, including pro-active maintenance practices and best practice operation standards;
  • Comprehensive Knowledge of occupational safety and environmental regulations and practices;
  • Knowledge of pertinent Collective Agreements within HRM, including NSUPE;
  • Must be proficient with transportation related computer software such as HCS (Highway Capacity Software), QRS II (Quick Response System II) and SYNCRO;
  • High level of knowledge of the Nova Scotia Motor Vehicle Act, Nova Scotia Public Highways Act, Nova Scotia Municipal Government Act, HRM Municipal Service Systems Specifications, Manual of Uniform Traffic Control Devices, and applicable By-Laws;
  • Moderate level of understanding of the methodology of SCOOT and other traffic signal control systems;
  • Working Knowledge of HRM relevant software, i.e., Excel, MS Word, SAP, Outlook and Hansen.
Salary & Benefits

SALARY: EM3 as per the Non-Union Pay Scale. Range of $81,500 to $101,500. Salary to commensurate with education and experience.
