Responsible for:
The Senior Analyst is responsible for the development, maintenance, and administration of the corporate investment policy. Supporting and promoting enhancing portfolio returns by developing, implementing and administering active investment strategies and trading program. Development of a cash management program including investment portfolio management and cash flow forecasting in accordance with the Municipal Act (as amended), PSAB (as amended), and approved policies and procedures. Providing analytical support on growth-related capital financing issues by conducting non-routine complex analysis and studies, to develop policies and alternative solutions to politically sensitive issues. Responding to complex inquiries on development finance issues and providing functional and corporate policy guidance, actively participating in the preparation of reports and presentations, outlining the implications of city wide decisions and available options for Council, Senior Management and departments.
Qualifications and experience:
• University Degree in Business, Commerce, Accounting, Finance or Economics plus a recognized accounting/financial designation or suitable equivalent;
• Minimum of five years of investment/financial experience in portfolio management and trading;
• Demonstrated extensive knowledge of capital financing, financial analysis, modeling, planning and forecasting;
• Strong working knowledge of the economic principles and accounting practices employed in the management of public funds;
• Excellent analytical and problem solving skills, demonstrated through analysis of complex investment and capital financing related issues along with effective interpersonal and communication skills, both verbal and written;
• Advanced skills in MS Excel and MS Access and proven application of the Microsoft Office Suite in general;
• Ability to balance multiple non-routine tasks, deal with regular workflow interruptions, and cope with frequent overtime requirements (work outside normal business hours);
• Proven ability to work independently, as well as part of a team, under tight timeframes and changing priorities, with minimal supervision;
• Experience with project management and the ability to lead cross functional teams;
• Knowledge of relevant legislation (e.g. Municipal Act, Development Charges Act) and demonstrated exposure to management reporting and presentations considered an asset.
• Experience in both investments and development finance is preferred, however applicants demonstrating extensive experience in either discipline may be considered
