Description
Municipal Finance 101 e-Learning is a customizable foundation course that covers the fundamentals of municipal finance, including legislation that impacts the role of Ontario finance officers. The course provides comprehensive theoretical and practical knowledge to help finance offers manage their responsibilities on a day-to-day basis.

Participants will be able to customize their learning experience by choosing topics that are relevant to their interests and needs. Complete 12 of the 14 modules outlined below. 

Mandatory:

  • Module 01 Municipal & Legislative Overview
  • Module 02 Municipal Debt
  • Module 03 Assessment & Property Tax
  • Module 04 Budget Overview
  • Module 05 Financial Reporting
  • Module 06 Long-Term Financial Planning
  • Module 07 Operating and Capital Budget
  • Module 08 User Fees
  • Module 09 Asset Management
  • Module 10 Reserves & Reserve Funds

Electives (participants choose two topics that are most relevant to them):

  • Module 11 Water & Wastewater
  • Module 12 Internal Controls
  • Module 13 Performance Measurement
  • Module 14 Development Charges?

  • Discuss the key sections of the Municipal Act that pertains to finance
  • Intergovernmental Finance; role and review of the transfer system
  • The fundamentals of accounting and financial reporting, PSAB compliance
  • Best practices and principles of long-term financial planning and capital planning
  • Service cost and pricing strategies; user fees vs. taxation, cost recovery, asset management

Evaluation – How It Works: 

At the end of each module, participants are required to complete a test for which the passing grade is 80%. The test may be attempted up to three times. A passing grade is not required in order to move on to the next module. Participants who complete all modules and tests (regardless of score) will receive a certificate of completion.

Duration:
Participants will have up to 31 days of unlimited access to complete all 12 modules, review content, and download materials. 

Tools and Takeaways: 
Participants will receive valuable reference materials that they can use in their everyday municipal finance roles, along with downloadable PDFs of the course material.
