The Senior Manager of Planning & Development is responsible for developing a comprehensive strategy to enhance the delivery of planning and development engineering services within the town while ensuring compliance with regulatory and organizational standards. 


Leading a multi-disciplinary team, the Senior Manager will ensure the effective and efficient coordination of a variety of functions across commissions (e.g. planning applications, various development engineering approvals, etc.) in a way that balances growth requirements with the needs of the community.  In addition, the Senior Manager works with the Planning, Building and Engineering managers to streamline the municipality’s development review, transitioning it to a digital service, and fostering a culture of continuous improvement.

 

What can I expect to do in this role?

 

As the Senior Manager you will:

  • Provide leadership to the town's development review function as it responds to evolving legislative requirements, including the downloading of environmental stewardship responsibilities, defining efficient means of site plan application review, and co-ordinating the engineering review function.
  • Lead the transition of Oakville's development review function to an on-line service.
  • Lead the implementation of process improvements and streamlining of development review functions. Co-ordinate the tracking and monitoring of development, and housing starts, throughout the Town for the purposes of data analysis, synthesis and evaluation, and policy improvement.
  • Ensure the development review function is consistent, co-ordinated and fiscally sound, and that community needs are achieved, stakeholder and public input is prominent, and the town’s policies and standards are met.
  • Support the District Planning Managers and Development Engineering Manager in building a cohesive and motivated team that includes managing within a unionised environment, recruiting, training, coaching and mentoring.
  • Assist in, and support, the Environmental Planning and Parks Planning functions throughout the development review process.
  • Represent the department at Council and Committee meetings, agency and public meetings providing professional expert advice and, attend OLT Hearings as an expert witness along with mentoring and assisting staff with preparation for OLT hearings.
  • Assist in establishing the overall goals and objectives for the Planning Districts, and the work program.
  • Assist with preparing and administering the department's budget, specifically as it relates to application fees and rates for services, forecasting of applications, fees and earned revenue for budgeting. This may include preparing annual reports on key performance indicators to meet operational objectives; apply performance measures in longer-term planning of program delivery.
  • Lead and co-ordinate the preparation of reports on development applications and other planning matters.
  • Monitor legislative changes and provide recommendation for improvements to development review policies and practices.
  • Respond to development inquiries, and liaise with public agencies, provincial ministries and town departments on a wide range of planning and engineering-related matters.
Requirements

How do I qualify?

 

  • Bachelor’s degree in urban planning or other related field combined with a minimum of 10 years of progressive leadership experience
  • Full membership in OPPI is required and full membership in CIP is an asset
  • Proven record as a sound advisor and respected people manager with demonstrated ability to coach, develop and motivate team members
  • Demonstrated knowledge and effective application of urban planning best practices
  • A background or familiarity in development engineering principles and practices is also an asset.
  • Proficiency in Microsoft Office Suite and Planning technology systems/platforms
  • Self-directed, detailed-oriented and flexible, with strong organization skills and the ability to manage multiple tasks in a fast-paced team environment.
  • Relationship-building, collaboration, presentation, coaching, and facilitation skills to coordinate, and collaborate with, project team and other stakeholders; provide advice and guidance; build partnerships, networks, and client relationships; and participate as an effective team member
  • Strong written and verbal communication, problem-solving, time management, organization, and research skills, combined with creativity and innovative thinking to find new and/or unique solutions to challenges
  • Political acuity, judgment, and discretion with confidential information

Pay Range:$145,224 - $174,339
