Description
Reporting to the Manager, Waste Policy & Planning, the Waste Management Business Support Analyst is responsible for managing and maintaining the Division’s Waste Management data and software applications, including technical and administrative support in the planning, implementation and ongoing enhancement of existing, upgraded or new scale management/information systems software, maintenance management system software, and landfill and collection contract databases and associated reporting in order to support operations within the division. 

Responsibilities

Provides data, software and system administration and reporting services for the Waste Management Services Division, ensuring that ongoing software application needs of the section are satisfied and that managers and staff are regularly updated.                  

  • Oversees all computerized maintenance management system activities for the recycling facility, assisting with the development of MMS standards for the Recycling Facility and waste disposal sites.
  • Develops, implements, maintains and enhances the scale management/information systems software, maintenance management system (MMS) for the Recycling Facility, waste disposal sites/residential drop off depots and associated reporting systems within the Division.
  • Manages problem resolution with IT and any vendors as appropriate to remove system bugs or concerns in order to minimize down time while optimizing the system software.
  • Identifies problems and consults with key stakeholders to develop options and select and implement the most appropriate solutions.
  • Ensures the integrity and security of the Waste Management system data and associated application and database components, recommending changes in order to provide users with a reliable system and credible source data at all times.
  • Analyzes and documents user and business requirements, section work flows, existing processes and divisional technology needs.
  • Develops, updates and amends divisional databases/spreadsheets based on user and business requirements, and documents changes.
  • Coordinates new system installations and upgrades, trouble-shooting activities with IT Solutions and vendors.
  • Provides advice and guidance on the proper use of applications and databases

Provides business analysis and support for the Waste Management Division.

  • Analyzes, interprets, and reports on a range of data, including tonnage and associated financial data as needed, to support decision-making at all levels within the Division.
  • Gathers, analyzes and manages data from a variety of information sources, including scale management/information systems, maintenance management system, GPS, performance data, collection routes etc., verifying data integrity and accuracy, identifying trends and key issues, consolidating information, developing reports and making recommendations.
  • Develops reports, associated analysis, and key performance indices as required for the Associate Directors/Managers of the sections.

Participates in or is the operational lead in system implementations and developments, conducting feasibility studies, recommending changes to user area work methods and procedures and liaising with IT Solutions (on business-specific requirements) and with applicable software vendors and internal staff.

  • Coordinates the evaluation, selection and acquisition of hardware, software, and vendor resources in conjunction with IT Solutions and internal staff, while adhering to budget plans and functional requirements.
  • Contributes to the conceptual design, development, testing, modification, documentation and implementation of applications and systems in the division, working closely with IT and vendors.
  • Tests and then implements new procedures that define the maintenance activities of the Division, carrying out user-acceptance testing, and documenting, reviewing and evaluating testing results with team members and users.
  • Prepares end-user documentation and training as required to support section and divisional applications and increase understanding/acceptance of new processes.
  • Coordinates specific assigned systems development and implementation activities, preparing user requirement definitions, developing and implementing work plans, and ensuring adherence to budgets and schedules.

Contributes to strategic plan development and initiative implementation to ensure ongoing support of automation initiatives within the division is provided.

  • Establishes best practices, developing, reviewing and interpreting performance metrics to support services and programs.
  • Provides project/initiative management support, ensuring that all project and task timetables are kept up-to-date, provides weekly status reports.
  • Prepares technology, data analysis, and other related reports, memos, drafts, letters, guidelines and other correspondence, conducting presentations to meet divisional requirements.
  • Liaises with other government agencies, manufacturers and suppliers of operations and maintenance materials and services, maintaining an awareness of products and activities and providing planning input as requested.

Identifies opportunities for improving systems and processes, ensuring alignment with division priorities, and developing and presenting recommendations.

  • Establishes operating procedures to improve the data collection methods and the interpretation of metrics.
  • Recommends opportunities for improvement as it relates to the Waste Management weight scale system and associated components, identifying sources of errors and opportunities for improved security.
  • Researches and recommends to Associate Directors/Managers future systems and improvements to enhance divisional productivity, keeping abreast of technological changes in the field.
Requirements

Education

  • Post-secondary degree in at least one of Environmental Studies, Geography, Computer Science, Information Technology, Financial Management or Business Administration, or equivalent combination of education and experience.

Knowledge

  • Minimum of 3 years with systems project planning, needs assessment and implementation experience in a medium to large organization.
  • Previous work experience in the Waste Management, Financial or Environmental field is preferred.
  • Knowledge of database and software applications.
  • Knowledge of business process modeling and project management techniques, spreadsheet applications, database systems, statistical analysis, and MS Office applications.
  • Working knowledge of GeoWare, maintenance management systems and GIS/mapping is preferred.

Special Requirements

  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
