Job Summary   
Reporting to the Development Manager within the Development Section of the Planning and Urban Design Department, you will be working as part of an interdisciplinary team where you will be responsible for a range of development planning activities, including reviewing and making recommendations on a full range of development applications and participating on special projects. Key roles include resolving conflicts and negotiating with applicants, public agencies and City Departments; reviewing development applications and formulating recommendations; and coordinating and managing a variety of planning application files to ensure that development proposals are reviewed efficiently and effectively in accordance with City policies and strategic priorities.

Roles and Responsibilities    

  • Works as part of a team managing, analyzing and making recommendations on complex development applications within prescribed timelines      
  • Identifies and negotiates land use and development concepts and solutions with internal and external clients     
  • Integrates and coordinates the requirements of other City Departments and public agencies into reports, recommendations and conditions of approval     
  • Responds to inquiries from internal and external clients, as required     
  • Manages assigned application files, planning studies and special projects     
  • Undertakes research and prepares policies, guidelines and regulations     
  • Conducts independent site visits relative to assigned files and projects     
  • Assists in the interpretation and ongoing maintenance of the Official Plan, Secondary Plans and Zoning By-laws     
  • Prepares planning reports and recommendations on assigned files and projects to Council and Committees of Council     
  • Prepares and delivers presentations to Committees, Council and at Public Meetings on assigned files and projects     
  • Facilitates and undertakes public consultation, liaison and community outreach     
  • Acts as an expert witness at Ontario Land Tribunal hearings, and prepares related evidence     
  • All other duties as assigned          
Requirements

Requirements    

  • Must have a Degree in Planning, or related discipline, combined with a minimum of 5 years of progressively responsible experience in development review and/or planning policy      
  • Membership in the Canadian Institute of Planners preferred      
  • Excellent verbal, writing and teamwork skills; capacity for independent action and ability to exercise judgement are critical to this position.
  • Must be able to attend a variety of meetings including public meetings and community information meetings at various locations throughout Markham and York Region during and after regular business hours 
  • Proficiency in Microsoft Office applications      
  • Working knowledge of AMANDA Development Applications Tracking Software an asset      
  • Thorough knowledge of the Planning Act, provincial policy statements and plans, and local and regional planning responsibilities   
  • Superior and effective analytical, written and oral communications skills      
  • Superior and effective report writing, presentation and public speaking skills      
  • Well-developed and proven team leadership and negotiation skills      
  • Well-developed project management skills, including the ability to set priorities, solve problems, and meet deadlines under pressure

Salary & Benefits

Salary Range:$87,029.00 To 116,765.00 Annually
