As a Research Social Planner and evaluations expert practitioner, you will lead and conduct research to support recommendations for social planning, policy, and program development and implementation. Primary duties include:

• Design and manage program, policy or issue-based research and evaluation projects.
• Conduct quantitative and qualitative data analysis and interpret findings in recurrent and one-time reports and presentations for a wide variety of audiences.
• Analyze information, write original papers on social issues, and disseminate information collected and analyzed by others (for example: educational institutions, StatCan, think tanks, consultants, governments).
• Collaborate and consult with interdepartmental partners around shared outcomes and data collection.
• Provide technical consultation and research methodology best practices to community partners and other business units within The City that is professional and easily understood.
• Represent the department on planning bodies and interagency committees on research matters, data development standards, and resulting recommendations.
• Engage with external literature and experts to adapt best practices to the local context.

Requirements

• A Master's degree in Social Sciences or a related discipline with a social research and policy emphasis.
• At least 3 years of experience in interdisciplinary research, evaluation, and policy work in an applied human service setting.
• Demonstrated ability to produce high quality deliverables (reports, presentations, evaluation frameworks, data visualization, and briefing notes) for non-technical audiences.
• Ability to apply abstract and conceptual thinking to advance understanding of complex 'on the ground' social issues and use research for sense making when the problem or solution is unclear, untested, or ambiguous.
• Intermediate proficiency with Microsoft Excel, software for statistical analysis (SPSS) and survey design.
• Previous experience in executing large-scale research and evaluation work in a government setting would be considered a strong asset.
• A policy background would be considered a strong asset for this role.
• Previous experience working across jurisdictions and with multiple partners would be considered an asset.
• Strong knowledge of data sets used in program design and benchmarking such as Census data would be considered an asset.
• Success in this position requires strong communication, problem-solving, and adaptability skills.
• Highly motivated with the ability to work collaboratively and under tight timelines to meet client needs.

Union: CUPE Local 38
Position Type: 1 Permanent
Compensation: Pay Grade 13 $46.38 - 62.06 per hour
Hours of work: Standard 35 hour work week.

Days of Work: This position works a 5 day work
week with 1 day off in a 3 week cycle.
