Are you interested in facilitating good governance practices in a quasi-judicial environment? Do you have experience working in a legislative environment with competing demands? Consider reporting to the supervisor, Assessment Review Board as the Assessment Review Board Officer. The Assessment Review Board deals with upward of 7,000 assessment complaints annually that must be completed within the same tax year in which the complaints were received. The successful incumbent will be working in a heavily regulated quasi-judicial environment that has very tight and demanding timelines.
Responsibilities include:
- Research, develop and make recommendations to the Office of the City Clerk senior administration related to strategic planning for the Assessment and Review Board including legislative changes, bylaws, policies and procedures, guidelines and administrative/board manuals
- Ensure all provincial legislations, City Bylaws, administrative and board policies, procedures and guidelines are current and consistent with strategic goals and that they are complied with
- Provide governance advice to the boards and quality assurance on board decisions
- Ensure Assessment Review Board makes legally enforceable, understandable and timely decisions that can be tracked and reviewed and citizens of Edmonton are served in efficient and effective manner
- Provide secretariat support for complex complaints and appeals, including case management, policy, process and technical advice to Board members and assist with decision making process and finalizing written decisions
- Assist Office of the City Clerk senior management with planning, development and implementation of professional development programs for Board members
- Work as a team with the supervisor of Assessment Review Board to coordinate daily operations of the board and staff supervision.

| Requirements |
- University degree in Law or Business Administration or related. Masters' Degree is preferred
- Minimum of four (4) years progressively responsible and diversified experience in operational research, policy development, strategic planning, and project management in a complex and multi disciplined organization
- Excellent time management skills and ability to set priorities
- Sound working knowledge of the legislation
- Demonstrated facilitation skills to facilitate good governance practices and decision rendering process in a quasi-judicial environment
- Excellent communication skills both written and verbal
- Sound working knowledge of administrative law and natural justice principles and practices
- Experience in leading teams and a demonstrated ability to work independently under time constraints
- Public speaking experience and media training would be an asset

| Salary & Benefits |
|
Hours of Work: 33.75 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program.
Salary Range: 21M, Salary Grade: 030, $37.128 - $46.913 (Hourly), $2,506.14 - $3,166.63 (Bi-Weekly), $65,410.250 - $82,648.980 (Annually). The rates quoted are in accordance with a collective agreement between the Union and the City of Edmonton.
