Assistant Deputy Chief, Emergency Management
Regional Emergency Services Department
Position Type/ Hours: This is a permanent full-time position working thirty-five (35) hours per week within the Emergency Management Branch of the Regional Emergency Services Department.
Position Description: The Assistant Deputy Chief, Emergency Management is responsible for leading and managing resources (people, budget, equipment, contractors, and materials), for the Regional Emergency Operations Centre as well as the day-to-day operations of the Emergency Management section, within the approved budget, operating policies, and procedures. Performs duties as Manager/Deputy Director, Emergency Management as it relates to the municipal emergency management, emergency social services, and business continuity programs and the REOC.
Primary responsibilities of this position include:
Area management: Assists the Fire Chief, Regional Emergency Services with overall program service delivery. Manages through direct involvement in daily operations, budgeting, and strategic planning of the overall design and deployment of all department initiatives. Ensures all programs are developed according to legislation, industry standards, and best practices.
Leadership: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Recruits, trains, and mentors staff. Leads staff in the delivery of advice, recommendations, and decision support.
Implementation of Strategies: Maintains the Municipal Emergency Management Program, Emergency Social Services Program, Business Continuity Program and the Regional Emergency Operations Centre (REOC) during its activation. Identifies, coordinates, trains, and educates REOC Agency members and other stakeholders. Ensures the development of exercises that test and evaluate the validity of the Municipal Emergency Management Plan and Business Continuity Plans, response preparedness and capabilities, and provides recommendations.
*May require use of a personal or municipal vehicle for business travel purposes.
*Rotational shift required to ensure rapid response in event of large scale emergency.
Qualifications: • Minimum of an undergraduate degree in emergency management or related field from a recognized post secondary institution combined with seven (7) years of related experience working in an emergency planning environment; experience must include a minimum of three (3) years experience managing or supervising staff. A master’s degree in emergency management is preferred.
• An equivalent combination of education and work experience may be considered.
• Experience working in an environment with unionized and non-unionized employees considered an asset.
• Certification in Media Relations, Basic Emergency Management (BEM), Incident Command Systems (ICS 100, 200, 300 & 400), Emergency Operations Centre, Associate Business Continuity Professional (ABCP) through DRI Canada, and Certified or Associate Emergency Manager designation through the International Association of Emergency Managers (IAEM), or project management certificate is preferred.

• Ability to establish and maintain effective working relationships with managers, employees, leaders, bargaining agents, and external contacts and interacts in a manner that builds trust, credibility, and rapport.
• Negotiation, conflict management, communication, interpersonal, investigation, mediation, and analytical skills.
• High emotional intelligence capacity including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.
• Ability to lead and empower people, strong organizational skills, and uses innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
• Demonstrated ability to prepare and present reports to the public.
• Demonstrated financial management and accounting background in a computerized environment.
• Proven ability to work under own initiative and make sound decisions, sometimes under stressful conditions.
• Demonstrated ability with a variety of computer software programs.
• Ability to acquire and maintain a criminal record with vulnerable sector check.
• Must be willing to work outside in all weather conditions.
• Valid Class Five (5) Alberta Driver’s License is required.
