Description
Position Type/ Hours:

This is a permanent full-time position working thirty-five (35) hours per week within the Roads Branch  of the Public Works and Transit Services Department. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.

 

Position Description:

The Program Manager, Traffic Operations is responsible for the management, administration, and delivery of traffic operations programs and services. This position oversees all operations activities, assesses performance of contractors, and works collaboratively with internal and external stakeholders on traffic issues.

 

Primary responsibilities of this position include:

Departmental Management: Assists the Director, Public Works and Transit Services with overall program service delivery. Manages through direct involvement in daily operations, budgeting, and strategic planning of the overall design and deployment of all department initiatives. Ensures all programs are developed according to legislation, industry standards, and best practices.

 

Leadership: Takes a lead role in developing and implementing innovative and practical approaches to department initiatives to ensure all employees are working proficiently and effectively in a productive environment. Recruits, trains, and mentors staff. Leads staff in the delivery of advice, recommendations, and decision support.

 

Implementation of Strategies:  Implements the traffic management operations program and report recommendations. Forecasts traffic needs. Coordinates, analyzes, and prepares recommendations relative to the traffic management program functions within the department. Recommends and implements measures for improving traffic operational services.

 

Requirements
  • Degree in Civil or Transportation Engineering is required.

  • Ten (10) or more years of progressive experience in at least one of the following areas: construction, roads, project management, or civil engineering.

  • Minimum of five (5) years of experience as a supervisor.

  • P. Eng designation and membership in the Association of Professional Engineers and Geoscientists of Alberta (APEGA) is required.

  • Alberta Public Works Association (APWA) membership is required.

  • Professional Traffic Operating Engineer Designation is considered an asset.

  • I.M.S.A. (International Municipal Signals Association) Certificate Level II is considered an asset.

  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.

  • Negotiation, investigation, mediation, and facilitation skills.

  • High emotional intelligence including the ability to deal effectively with ambiguity, remain calm and neutral in conflict situations.

  • Experience liaising and partnering with community groups, organizations and orders of government.

  • Knowledge of current theories, trends, and issues related to community and neighbourhood development.

  • Ability to deal effectively with highly political situations.

  • Well-developed contract management competencies.
