Specific responsibilities include:
- Work closely with other department managers, and relate to Council through the Manager, Planning and Development, and the Director, Planning & Engineering.
- Develop and foster close working relations with various external government agencies, related industry contractors, consultants, and associated professional groups.
- Interact with the public with integrity and in a professional and courteous manner.
- Responsible for key service areas offered by the Planning & Development Department.
- Effectively manage a variety of different Planning & Development initiatives to ensure that the deliverables are on budget, time and of quality.
- Maintain, enhance and develop inter-governmental relationships on behalf of the Planning & Development Department, which meet Council’s Strategic Plan and Priorities.
- Provide guidance to staff that support the Planner’s service area.
- Other related duties from time to time.
Schedule:
Normal working hours for this position are Monday to Friday 8:00 am – 5:00 pm with the occasional requirement to work outside these hours.
The successful candidate will possess the following qualifications and attributes:
- A recognized degree in land use or land use planning.
- Minimum of 3-5 years municipal planning experience is preferred.
- A combination of education and experience will be considered.
- Proven project management skills and experience.
- The candidate must be capable of working independently, concisely and accurately with the ability to meet deadlines.
- Proven inter-governmental skills and experience desirable.
- Proven consultation and engagement experience desirable.
- Ability to demonstrate knowledge of planning theory and effective skills in research.
- Good analytical and critical systems thinking skills.
- Strong organizational, leadership, and conflict-resolution skills.
- Demonstrate and proven ability related to computer software administrative systems (graphical presentations, database, file maintenance, word processing, presentation software, spreadsheet applications, information input and retrieval)
- Ability to demonstrate interpersonal skills in dealing with the public, staff, external agencies in a courteous and effective manner.
- Ability to effectively communicate with strong writing, presentation, and listening skills that promote understanding and clarity in a respectful manner.
- Demonstrated ability to engage and work effectively with the public and community groups.
- Excellent writing, organizational and communication skills.
- Thorough knowledge of planning principles, legislation, legal requirements, and best practices within the planning discipline, with a total business understanding of the various functions related to the preparation and adoption of statutory plans and land use bylaws, and the processing of subdivision applications and development permits.
- Ability to function effectively in a diverse and fast paced work environment with challenging and often competing priorities.
- Working knowledge of corporate budgeting principles and the ability to apply financial and budgetary skills would be an asset.
- The candidate must be open to continued training and ongoing professional development.
- Good personal mastery and performance as a team player, with proven ability to role model the behaviours associated with a constructive culture and a commitment to health, wellness, and safety.
- Must possess and maintain a valid Class 5 Vehicle Operator's License registered in Alberta or Saskatchewan with a clean driving record.
- The successful candidate will be required to provide a satisfactory criminal record check, prior to start date.
Band 7: $36.94 - $39.35 per hour (Subject to CUPE 1015 Agreement & LOU Deferred Leave Program)
