Position Summary
Responsible for designing functional, practical and cost effective road and associated asset systems for various projects in Kingston. The Senior Infrastructure Designer will provide design and cost options and prepare final road designs for construction projects.

Responsible for roadway projects from concept development, analysis and functional design through to final plans;

Prepare estimates for long range planning and contribute to budget preparations for capital projects, Development Charges preparation, etc.;

Perform transportation design work relating to roadway design. This includes the design of roadway and associated asset elements, construction sequencing, drainage design, plan preparation, drafting, quantity calculations and cost estimates as well as assistance with traffic-related roadway upgrades required for development;

Prepare drawings for construction projects, road and ancillary civil engineering works;

Review design submissions prepared by consultants to ensure conformance with City standards;

Assist in the preparation of applications for environmental permits;

Process applicable topographical survey data and OBM mapping;

Maintain road inventory database;

Assist in the review of site plan applications and other development applications with impacts to the city’s road network;

Prepare correspondence and reports related to work projects including PSAB, gas tax etc.;

Participate in the review of road components of the Development Charges by-law;

Represent the City at public meetings;

Respond to inquiries regarding road design, impact on right-of-way and general road related construction questions;

Assist in the preparation of documents and tenders for roadway construction contracts;

Conduct site visits;

Continued working knowledge of the City’s Master Plans such as the Official Plan, Kingston Transportation Master Plan, Active Transportation Master Plan, Road Safety Plan etc. and incorporate into designs and reviews;

In-depth knowledge and understanding of the Transportation Association of Canada (TAC) Geometric Design Guide for Canadian Roads;

Other duties as assigned. 

Requirements

Qualifications, Competencies
3 year diploma/degree in civil engineering;

Five (5) years related roadway design experience;

Certified Engineering Technologist (C.E.T.) preferred;

Must demonstrate corporate competencies of Customer Focus, Results Orientation, Integrity and Teamwork.

Skills, Abilities, Work Demands
Proficient with all aspects of Civil 3D;

Experience with Autodesk Storm and Sanitary Analysis software considered an asset;

Experience with Trimble Business Centre considered an asset;

Demonstrated understanding of roadway design surveying, mapping, road/sewer/water design and construction methods;

Demonstrated understanding of the TAC Manual, Provincial Standards, Municipal Standards, etc;

Demonstrated understanding of the AODA requirements for design of open spaces;

Strong written and verbal communication skills;

Strong organizational, analytical and problem solving skills;

Ability to work independently on projects and communicate potential issues with respect to scheduling, budget or progress;

Ability to undertake outside work requiring moderate physical exertion in all seasons;

Advanced computer skills including MS Office;

Ability to use all levels of survey technology, up to and including total station;

Valid Class ‘G’ Ontario Driver’s License with satisfactory driver's abstract;

Required to obtain and maintain satisfactory Criminal Record Check (CPIC) at own expense. 

Salary & Benefits

$32.10 - $40.02/Hour plus Benefits
