Position Type/ Hours:

This is a permanent full-time position working thirty-five (35) hours per week within the Communications and Stakeholder Relations Department. This position is located in the community of Fort McMurray, the Regional Municipality of Wood Buffalo’s urban centre.

 

Position Description:

Reporting to the CAO, the Director of Communications and Stakeholder Relations ensures the department fulfills its mandate to provide communications, government and stakeholder relations strategies to assist the Municipality in achieving its stated vision, strategy and goals. They will protect and enhance the Municipality’s reputation and image, engage communities, build relationships with stakeholders, manage the Municipality’s brand and online presence, develop a robust customer service framework and provide creative services to enhance municipal programs and services. The Director ensures that information relating to the Municipality is strategic, credible and easily accessible to stakeholders, including residents and employees. Primary responsibilities of this position include:

 

Leadership, Planning, and Development: Fosters a climate of creative collaboration and promotes shared values with internal and external stakeholders. Aligns the department’s overall goals, plans, activities and performance measures with the Municipal strategic plan. Responds proactively to changing conditions that may impact institutional relationships or reputation, particularly associated with government policy, industry, and the region’s communities.  Provides strategic expertise, advice and support to internal stakeholders including the CAO, Mayor and Council, Indigenous and Rural Relations, and senior leaders. Responsible for ongoing development and implementation of an integrated and enhanced customer service. Responsible for crisis communications planning and implementation as part of the Regional Municipality of Wood Buffalo’s Emergency Management Plan.   

 

Management, Financial, and Administrative: Develops and implements policies and procedures to support corporate strategy and improve service delivery. Develops and maintains knowledge of municipal functions to ensure the department functions as an effective business partner. Supports and guides development of the departmental budget, policies, processes, and projections, including measurable outcomes that link to corporate strategies and targets. Prepares strategic positioning papers for the corporation on major corporate issues that require provincial or federal attention.

 

Departmental Development: Accountable for the success of the department in achieving its mandate. Promotes the Regional Municipality of Wood Buffalo’s values (Our People, Sharing Information, Working Together, Accountability, Integrity) and holds staff accountable for their roles. Mentors and coaches staff on developing strategy, procedures and processes to improve service delivery, managing individual development and performance, and strengthening a positive work environment.

 

Requirements
  • Degree in Communications, Public Relations or Political Affairs.
  • Minimum of fifteen (15) years concentrated and progressive experience in leading a communications and stakeholder relations team with a minimum of eight (8) years at a senior management level.
  • Understanding of municipal government administration and the Municipal Government Act. 
  • Graduate Level Management training considered an asset.
  • Training and education related to conflict management, negotiations, mediation and community involvement is an asset.
  • Experience in crisis and issues management, and experience with relationship development with a broad audience and diverse stakeholders.
  • Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
  • Strong leadership, management, supervisory, and analytical skills. 
  • Regional/local knowledge and experience considered an asset.
  • An equivalent combination of education and work experience may be considered.

 

You will possess the following:

  • Broad and deep knowledge in strategic communications, stakeholder relations, and public engagement.
  • Broad knowledge of current affairs, as well as municipal, provincial and federal politics.
  • Partnership and relationship building skills.
  • Excellent communication, interpersonal, problem-solving, diplomacy, negotiation, facilitation, and mediation skills.
  • Ability to empower people, and use innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
  • High political acumen and ability to anticipate politically sensitive issues. 
  • High emotional intelligence.
  • Expertise in strategic issues management and policy development.
  • Media relations skills and experience.
  • Excellent skills working with public during times of crisis and sensitive situations; able to remain calm and neutral in conflict.
  • Valid Class Five (5) driver’s licence is required as incumbent may be required to operate a personal or municipal vehicle for business use.
