JOB SUMMARY
Reporting to the Associate Director, Infrastructure Planning & Development Engineering, this is a leadership and integration role for strategic water and wastewater development planning to support the long term growth of Niagara. This will be accomplished by providing project management services for a variety of projects, including the Water and Wastewater Master Plan.

RESPONSIBILITIES
1. Responsible for planning and project management of Water & Wastewater Master Servicing Plan by:
• Manage the Region’s W&WW Master Servicing Plan (MSP) including the regular full five year update as well as additional growth scenarios and land use changes on an ongoing basis.
• Lead the process with all stakeholders from Public Works W&WW Division, growth management, development, policy planning groups, and local area municipalities, including all project consultation. Assist with implementation of MSP recommendations in collaboration with W&WW.
• Manage relationships with and assist the local area municipalities for their active participation in the Water & Wastewater Master Plan.  Actively pursue opportunities to integrate local area municipalities in the Water & Wastewater Master Plan process including accurate data, anticipated development, and local servicing plans.
• Assist, advise and participate in policy development with all Regional Departments with respect to growth related impacts to Water & Wastewater infrastructure.
• Responsible for recommendations of growth related capital projects and coordination of these projects into the W&WW capital forecast.

2. Responsible for analysis of water and wastewater hydraulic models from development applications and growth scenarios by:
• Analyzing the growth projections in conjunction with the W&WW MSP project.
• Collaborating with W&WW division with growth scenario models and supporting information.
• Providing the W&WW model update process with anticipated development and growth flows in collaboration with W&WW.
• Responsible for coordination and evaluation of development driven W&WW model scenario analysis by developer’s consultants.
• Work with local municipalities for partnerships for W&WW model coordination, integration, and advancement of consistent modeling practices and all pipes W&W model in collaboration with W&WW.
• Understanding the growth scenarios and pressures from Local area municipalities and local servicing plans.
• Understanding the importance of asset condition/sustainability of W&WW infrastructure and its impact on models and capital program.
• Analyze and report various growth scenarios, potential land use changes, and growth management policy and reports and the resulting impacts to the W&WW infrastructure.

3. Responsible for analyzing different alternative future growth scenarios based on potential land use changes and reporting on W&WW infrastructure impacts
• Providing input for growth management/planning related long range studies and impacts to W&WW infrastructure.
• Assist, advise and participate in the preparation of the land use policy decisions.
• Collaborate and integrate Region’s Growth Management Strategy population and dissemination data for utilization for W&WW division.
• Complete development review for W&WW impacts from development applications.
• Preparation of the requirements of infrastructure improvements associated with development in collaboration with the Water & Wastewater Division.

4. Responsible for continuous improvement and currency of development tracking and capacity management strategy, as well as the Annual Reserve Capacity Report
• Develop, maintain, and improve development tracking tool for Water & Wastewater systems including all individual sewage pumping stations by tracking current sewage flows, development approvals, building permits, and current capacity. Collaborate with W&WW for continuous improvements for quality flow data. 
• Analyze and assess water and wastewater demand and capacity requirements associated with anticipated growth.
• Lead and influence strategic process improvements for capacity allocation of water and wastewater with integration of local municipalities including local servicing plans.
• Lead and influence the preparation of the annual reserve service capacity assessment of water and sewage treatment systems.
• Participate in the preparation policies and implementation guidelines related to wastewater including dry and wet weather flows and associated impacts to capacity.
• Advise, assist and participate in preparing project plan, project implementation and development process for on-going activities.
• Prepare the Annual Reserve Capacity Report for Committee and Council

5. Other Duties;
• Assist, advise and participate in the preparation of the Development Charges By-law with the W&WW inputs, relating to the W&WW MSP and associated updates due to land us decisions.
• Monitor industry trends in W&WW modelling.
• Assist, advise and participate in the preparation of the 10 year capital budget forecast with W&WW with associated growth component.
• Responsible for collaboration and integration of required growth related W&WW capital project with capital forecast and potential funding.
• Responsible for alignment between development and growth related project with W&WW capital budget forecast.
• Prepares correspondence on behalf of senior staff related to these matters and issues. 

SPECIAL REQUIREMENTS  
Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director

Requirements

EDUCATION
• Post-secondary diploma in Civil, Mechanical, Electrical or Environmental Engineering or a related discipline required.
• Post-secondary degree in the above fields is preferred

KNOWLEDGE
• Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist (C.E.T.).
• Knowledge and experience in water and wastewater master planning and understanding of hydraulic modelling for water & wastewater.
• Working knowledge of Ontario Provincial Standards, Ministry of Environment. 
• Registration with Professional Engineers Ontario (PEO) preferred.
• Project Management Professional (PMP) certification. preferred.
• Licensed Engineering Technologist (L.E.T) preferred.

• Eight years’ experience in the municipal engineering field with involvement in the administration, design, approval or construction of sewerage and water systems or equivalent.
• Understanding of hydraulic modelling for water & wastewater.
• Knowledge of planning process and applications as well as growth management, Water & Wastewater Master plans and Development Charges.

• Strong leadership, customer service and relationship management skills preferred.
• Excellent strategic thinking, analytical and problem solving capabilities preferred.
• Experience in working in a collaborative environment with area municipalities, developers and consultants as well as Regional Council to deliver our services in alignment with departmental and corporate objectives preferred.

Salary & Benefits

Annual Salary - $ 81,090.00 to $ 95,400.00 including pension and benefits
