JOB SUMMARY
Reporting to the Manager, Transportation Operations & Technology, the Supervisor, Forestry and Road Operations is responsible for supervising all forestry activities relating to the evaluation, maintenance, removal, planting, and inventory of trees within the boundaries of Regional properties in accordance with legislative requirements and Regional policies and procedures.

RESPONSIBILITIES
Directs and supervises all aspects of the day-to-day forestry operations throughout the Region.
• Plans work programs for periods of 3) months to 1 year
• Coordinates annual and semi-annual inspections (hoists, aerial devices, etc.) with necessary contacts.
• Coordinates building/equipment repairs.
• Approves contract assignments and thereby monitoring and evaluating performance against given objectives to complete projects.
• Develops preventative tree maintenance and planting programs, reviewing ISA recommended practices and internal operational requirements, adhering to legislative requirements and ensuring Committee and Council understand the importance of assessment, evaluation, maintenance, and replanting.
• Facilitates effective service based on an evaluation “hazard rating” of each request, prioritizing and where possible and grouping such work for efficiencies.
• Provides technical support in the maintenance of the brine manufacturing facilities and Road Weather Information Sites (RWIS).
• Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
• Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policy
• Maintains budget control through monitoring of activity productivity and ensuring daily activity sheets are complete and accurate.
• Prepares business cases to demonstrate resources expenditures, goods and services procurements and anticipated upcoming operational changes and expenses.
• Assists in the preparation of business cases for large and significant capital acquisitions and expenditures that are subject to council approval.
• Negotiates with suppliers and with other departments to provide a high level of service delivery.
• Attends meetings/discussions with operations department managers, supervisors, staff and external agencies working cooperatively on joint ventures (i.e. discovery of the Emerald Ash Bore) to coordinate activities and resolve issues.

Ensures compliance with various Federal and Provincial Acts and Regulations, keeping abreast of changes to legislation or policies and ensuring the forestry and roads program policies are updated accordingly.
• Provides expert testimony in defending damage claims or litigation brought forward against the Region relating to the tree assessment and responses.
• Ensures forestry crews comply with all regulatory requirements including, working in proximity to energized lines, competency in aerial rescue, competency of operation of an aerial device, and competency in operation of chain saws, chippers, etc.

Coordinates data collection and document management, ensuring all tree inventory (CityWorks), vehicle and equipment maintenance and PPE maintenance information is collected and maintained in accordance with corporate and legislative requirements.
• Ensures all entries are complete and accurate prior to entry into CityWorks Maintenance Management System,

Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved.
• Enables results with the organization’s human capital strategy to foster employee engagement.
• In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.
• Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
• Ensures staff has the information and resources to make successful plans and decisions.
• Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
• Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
• Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained.  This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
• Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.

Identifies opportunities for improving services delivered, ensuring alignment with division priorities, and developing and presenting recommendations.
• Recommends and implements new and proposed changes to applicable internal policy and procedures.
• Develops and implements changes to practices and procedures with changing technology and regulations.

SPECIAL REQUIREMENTS
• Must possess and maintain a valid and unrestricted specified DZ license for the class of the vehicle operated.
• Certified - CPR/first aid.

This position is subject to overtime.

Requirements

EDUCATION
• Completion of Grade 12 or equivalent

KNOWLEDGE
• 5 years experience in the Municipal\Urban arboriculture operations with the most recent 2 years in a supervisory or similar capacity.
• 5 year’s experience in the roads operation maintenance, including construction, inspection and administration.
• Certificate of Qualification as Certified Arborist (Ministry of Education and Training) and/or International Society of Arboriculture.
• Must possess and maintain a Certificate of Qualification under the Electrical Utilities Safety Association Working in Close Proximity to Energized Lines, Roping and Rigging, High Angle Rescue, Bucket Evacuation and Certificate of Qualification by the Ministry of Labour in both Tree climbing and High Angle Rescue.
• Must be eligible for Certified Road Supervisor certificate (CRS) and or Certified Engineering Certificate (C.E.T).
• Knowledge of electrical, electronic and hydraulic principles.
• Detailed working knowledge of the Occupational Health and Safety Act and Regulations, Electrical Utilities Safety Association Rule Book, Highway Traffic Act and Regulations, Commercial Vehicle Operating Registration Regulations, Ministry of Labour Regulations, Ministry of Natural Resources, and Ministry of Environment Regulations.
• Working knowledge of Public Works’ Operational Requirements For Forestry and Road Operations.
• Knowledge of regulatory requirements for working in proximity to energized lines, aerial rescue, operation of chain saws, chippers, computer applications (CityWorks, Excel, Word, Outlook, and other GIS software), and road improvements and construction practices.
 

Salary & Benefits

$ 73,015.00 - $ 85,900.00
