• Conduct inspections and investigations of alleged Bylaw, Permit and Licencing infractions; to ensure licensees and permit holders are in compliance with organizational standards and legislative requirements
• Enforce municipal by-laws and provincial legislation applicable to animals within the Town (exotic and large animals, wildlife, dogs, cats, etc.) Issue licenses and orders as required
• Maintain and document records and activities and maintain confidentiality related to the investigation process
• Issue Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act for non-compliance. Develop and execute Search Warrants when and as required.
• When required, issue Part II parking offences
• Employ appropriate investigative techniques to gather and analyse evidence. Develop and implement investigative plans for conducting interviews, obtaining caution statements, conducting surveillance, seizing and documenting evidence, etc.
• Prepare correspondence and reports (e.g. Issues Management Notes) and develop prosecution briefs for a recommendation of charges on Part III Offences
• Serve summons, attend court, tribunals, hearings etc. to provide evidence
• Operate and maintain a Town vehicle on a daily basis
• Deliver Enforcement services in a fair and consistent manner, in accordance with established policies and procedures of Regulatory and Inspection Services
• Maintain good public relations by presenting a professional, knowledgeable and conscientious image to the public
• Perform additional duties and undertake special projects as assigned
• Be responsible to work in compliance with the Occupational Health and Safety Act and Regulations, the Town of Caledon Policies and Procedures, as well as established industry guidelines and practices
• Post-secondary degree or diploma in Law Enforcement, Criminology, or a related field
• Certification for a Property Standards Officer. Additional certification as a Municipal Law Enforcement Officer is an asset
• Training in Alternative Dispute Resolution/Management is an asset
• Minimum 2 years’ experience in an enforcement environment interpreting and applying by-laws/regulations, conducting investigations and ensure regulatory compliance. Municipal experience would be an asset
• Experience in animal health, animal control or similar function would be an asset
• Demonstrated experience with research, analysis and preparing detailed documentation (e.g. Provincial Applications, forms etc.)
• Demonstrated ability to deal objectively, and calmly with the public during dispute or conflict situations
• Experience with presenting evidence in court or other discovery proceedings would be an asset
• Satisfactory passing of a criminal record certificate
• Valid driver’s licence with no more than 3 demerit points
• Excellent verbal and written communication skills
• Organizational skills with attention to detail and ability to meet assigned deadlines
• Superior interpersonal skills including the ability to work effectively in a team environment
• Demonstrated ability to use sound judgement, exercise significant discretion and sensitivity
• Demonstrated analytical and problem solving skills
• Willing and able to receive regular anti-rabies vaccination
• Computer proficiency in MS Office (Word, Excel, Outlook), knowledge of AMANDA is an asset
