Job scope:

City Council has set ambitious goals to ensure we continue to build a thriving, green, inclusive city. The Director, Strategic Initiatives, undertakes strategic planning, delivers project coordination, ensures corporate reporting to the highest standard, and coordinates implementation supporting key City initiatives for the Office of the City Manager, independently and in partnership with the Senior Management Team (SMT).

The Director, Strategic Initiatives works within the City Values on the following:

Strategy Development:

  • Leads the development and execution of strategic initiatives, including, developing plans and deliverables, identifying opportunities, securing funding, responding to resource needs, reporting on the process/progress, and providing resolution on issues where appropriate;
  • Develops, coordinates and integrates corporate reporting tools, metrics, and reports;
  • Scopes and develops strategies for special projects and initiatives, including developing and implementing strategic plans and long-range strategic objectives, in alignment with Council’s Vision.

Strategic Project Delivery:

  • Works, with the City Manager and SMT, to identify, pursue and achieve strategic initiatives pertaining to the success of the City, Surrey Excels (Balance Scorecard), and other initiatives that require cross-functional engagement with staff and with external stakeholders;
  • Investigates and resolves issues that arise to ensure execution on priorities;
  • Meets with current/potential stakeholders to support alignment to priorities;
  • Actively engages internal/external partners to prepare for deployment of initiatives;
  • Leads initiatives across the organization;
  • Act as a project leader and day-to-day project decision maker with the following responsibilities:
    • Accountable for delivering the results of the project
    • Provides content guidance to the project
    • Actively participates in strategy sessions
    • Contributes to strategy development
    • Develops and drives implementation plan
    • Ensures appropriate sponsorship and resourcing
    • Establishes key milestones and approval roles
    • Ensures timely delivery against milestones

Other Accountabilities:

  • Supports City Manager in coordinating SMT initiatives so that the team continually reviews and refines its effectiveness;
  • Ensures the coordination of selected major initiatives across the City;
  • Researches best practices in other municipalities, sectors, etc. to ensure Surrey strategies are leading edge;
  • Provides staff support to the City Manager for short or long-term projects. This may include undertaking research, tracking trends, preparing presentations; developing agendas; drafting briefing papers and/or compiling pertinent background materials; preparing summaries of discussion; and ensuring appropriate and effective communication with participants;
  • Proactively identifies and engages individual experts, as well as informational resources, that can help frame and advance City’s work on key trends or emerging issues;
  • In the context of the City’s annual work plan, researches, and analyzes issues that have the potential to impact the City and provide thought leadership on the City’s role;
  • Participates in the development of the City’s annual work plan and budget;
  • Participates and represents the City Manager as directed.


Education and Experience:

  • Bachelor’s degree in a related field. A post-graduate degree is preferred;
  • A minimum of 10 years’ related work experience;
  • Comprehensive knowledge of a job-related functional area (e.g. Engineering, Business, Project
  • Management, or Planning);
  • Knowledge of the municipal sector.

Technical Skills:

  • Proven ability to identify key issues and to carry forward an idea or project from conception to execution;
  • Extensive Project Management skills;
  • Ability to lead complex projects through multi-functional teams;
  • Track record of thinking conceptually and mastering complex subject matter quickly;
  • Strong organizational skills and demonstrated capacity to develop and implement practical strategies, plans, and solutions to identified issues and problems;
  • Proven ability to assimilate information gathered through research and consultations, to apply that information in creative, and to synthesize appropriate strategies and responses;
  • Superior critical thinking skills, including the capacity to identify and appropriately assess and order competing interests and priorities;
  • Strong strategic and innovative thinking skills;
  • Proven ability to creatively and practically develop strategic roadmaps and oversee project management efforts designed to facilitate support and execution of strategic initiatives;
  • Proven ability to manage multiple projects simultaneously;
  • Proven ability to develop creative and effective solutions to challenges;
  • Analytical, makes decisions using data.


  • Highly evolved verbal and written communication skills, with excellent presentation skills. Have the ability to convey complex concepts in a clear, concise and logical manner;
