The Federation of Canadian Municipalities (FCM) is the national voice of municipal governments, representing the interests of cities and communities with the federal government.

 

Position:                      Capacity Building Officer – Municipal Asset Management Program; 2 positions

Background:

Funded by Infrastructure Canada (INFC), the Municipal Asset Management Program (MAMP) is a five-year $50 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future. Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs) and other stakeholders, the MAMP has two complementary priorities: reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting; and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

Major Purpose:

The Officer will report to the Manager, Capacity Building – MAMP.  He/she will be responsible for the delivery of the following objectives of the Program:

  1. Implementing and coordinating the resources and activities as well as managing the results of the capacity building component of the program for the assigned group, including:

    1. Management of implementing partner’s contracts to ensure that the implementing partner obligations are met

    2. Conducting regional awareness and engagement activities on the importance of municipal asset management (key messages, tools, venues, etc.).

    3. Providing technical assistance to municipalities on asset management with implementing partners.

    4. Support for peer to peer and cohort learning opportunities.

    5. Development, coordination and delivery of training sessions and workshops.

  2. Facilitating effective collaboration and knowledge exchange related to municipal asset management amongst municipalities, provincial and territorial municipal associations, industry associations, and other key implementing partners and stakeholders;

  3. Building capacity by increasing awareness, access and understanding of municipal asset management best practices; and

  4. Providing leadership through the delivery of programming and resources (e.g. guides, workshops, case studies, success stories) that facilitate the wide-spread adoption of municipal asset management practices.

    In addition of working closely with the MAMP team, the Officer will be working with colleagues in other FCM programs, including the Green Municipal Fund, and the Municipal Climate Innovation Program, to ensure a coordinated and complimentary approach to FCM initiatives that support sustainability with external partners and in our membership.

    Key Responsibilities:

  5. Develops and maintains strategic relationships with new and existing partners to support current and future program delivery.

  6. Works in close collaboration with designated staff of provincial and territorial municipal associations and other implementing partners for the implementation and the timely and coordinated delivery of capacity building activities of MAMP.

  7. Establish and maintain collaborative relationships with provincial and territorial municipal associations, industry association, and other key implementing partners and stakeholders to ensure continual sharing of knowledge and information on capacity building activities.

  8. Managing implementing partner’s contracts to ensure that the implementing partner obligations are met and to ensure the reconciliation for payments against contract.

  9. Support the development and lead the delivery of peer learning & broad reach programming in MAMP priority areas.

  10. Delivers programming to support MAMP capacity building for the effective dissemination of project-related knowledge transfer, brokering and mobilization.

  11. Facilitates the sharing of knowledge and networking between partners, FCM and municipal governments, including working with partners to develop tools, resources or networks to support municipal asset management.

  12. Provide advice and support to the Manager, Capacity Building, on matters related to the capacity building component of MAMP, including reporting on resources, identifying opportunities and developing proposals for capacity building events and activities.

  13. Designs, develop content and facilitates meetings and various activities (e.g. webinars, web conference) to support MAMP and its capacity building goals while ensuring integration of complementary activities (e.g. workshops, and meetings) with FCM departments.

  14. Maintains regular contact, answers inquiries, prepares and organizes meetings with provincial and territorial municipal associations, industry association, and other key implementing partners and stakeholders as part of contract management.

  15. Coordinates regional meetings, including overseeing logistical and administrative preparation, drafting agendas and reports, facilitating discussions, documenting decisions and following up on action items.

  16. Liaises with FCM Communications to develop content for various communications platforms, including but not limited to the FCM web site, social media channels (Linked In, Twitter), brochures, e-bulletins, and surveys as well as coordinating the graphic design and translation needs for capacity building program deliverables and outreach.

  17. Supports the Manager, Capacity Building, in the effective management of the resources associated with this mandate, including the preparation and monitoring of annual plans, budget, report, surveys, and evaluation.

Requirements

Knowledge and Experience:

  • University degree in organizational learning, adult education, public administration, business administration or a related discipline.

  • Minimum 5 years proven experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.) to deliver on capacity building approaches, adult education, and the transfer of skills and knowledge; build capacity; and measure impacts.

  • Excellent project and contract management skills with strong ability to multi-task.

  • Leadership role in the context of managing a very diverse group of stakeholders and inputs from various sources.

  • Knowledge of the Canadian municipal sector structure, needs, and capacity.

  • Experience in group facilitation and consensus building.

  • Proven effective presentation skills in English. Proven effective presentation skills in French, a strong asset.

  • Strong verbal and written communications, negotiation, representation and influential skills.

  • Excellent interpersonal skills and strong client/service orientation, with the ability to establish support and credibility at all levels, within and outside of the organization.

  • Strong diplomatic skills and cultural sensitivity.

  • Sound knowledge in asset management, municipal infrastructure and other related sectors to the program, and experience working in or with municipalities, a strong asset.

  • Networks of key stakeholders in Canada who are strategic for infrastructure asset management skills building and policy development is an asset.

  • Knowledge and experience of working with elected officials and senior level executives, an asset.

     

    Language:

  • The ability to work in both official languages (English and French) is a strong asset.

Other:

  • Domestic Travel within Canada up to 10 times a year.
