The Federation of Canadian Municipalities has been the national voice of municipal governments in Canada since 1901. It is dedicated to improving the quality of life and sustainability of local communities by promoting strong, effective and accountable municipal government. Since 1987, FCM has delivered an international program to support partnerships and technical exchanges between municipal governments in Canada and developing countries.

Major Purpose:

Reporting to the Director, Strategies and Development, the Program Development Officer plays a key role in supporting FCM in successfully pursuing strategic program opportunities by engaging with local governments in Canada and around the world. The candidate will work with the Director, the Networks and Governance Advisor, and FCM’s Thematic Program teams to identify, design and pursue appropriate opportunities for new FCM programs. S/he will also facilitate strategic discussions with FCM’s Program, Policy & Government Relations, and Operations teams to inform the design of proposals. S/he will support engagement with a variety of federal government departments, notably Global Affairs Canada, in addition to other funders while supporting the development of strategic partnerships that reinforce FCM’s program objectives. The successful incumbent will use, and where appropriate, improve upon FCM’s existing proposal development resources to support the preparation of proposals in order to increase viable program opportunities.

Responsibilities:

  • Coordinates and facilitates discussions within FCM to design proposals that meet FCM member needs and expectations.
  • Conducts research into donor priorities, FCM program themes, and budgets according to FCM proposal needs.
  • Supports engagement with federal government departments and other potential funders and partners in the process of program design and contract negotiation.
  • Supports engagement with FCM’s Board of Directors and membership in the process of program design.
  • Supports engagement with existing and potential new FCM partners in the process of program design.
  • Coordinates and edits contributions from FCM staff, partners and external consultants for the development of new proposals, including providing advice, information, and resources as needed.
  • Conducts overseas assessment/scoping missions for potential program development opportunities and analyses risks (context, reputation, etc.).
  • Monitors external consultants/interns to provide content for sections of proposals and adapts the information for incorporation into the final proposal document.
  • Drafts and edits sections of FCM proposals through the use of Results Based Management tools.
  • Reviews contribution agreements to ensure FCM’s interests are taken into account.
  • Develops, implements and updates proposal development tools and guidelines according to FCM standards.
  • Contributes to the preparation and reporting on budgets (for project proposals and for the program development budget, including budget planning).
  • Through participation in FCM’s committees, provides feedback and updates on programming issues to department staff.
  • Provides administrative support as needed.
Requirements
  • Requires a university degree in the arts, public/business administration, international development, or other related fields with a master’s degree in a related discipline an asset.
  • Requires a minimum of three (3) years of professional experience in international and/or Canadian project management, with demonstrable knowledge and use of Results Based Management and project management tools (e.g. Logic Model, Performance Measurement Frameworks, Risk Registers, etc.).
  • Requires demonstrable experience preparing written project proposals that have been funded as well as other written materials such as reports or publications (writing samples from shortlisted candidates will be requested).  
  • Requires demonstrable experience engaging with a variety of different organizational partners to design proposals.
  • Professional experience in facilitation of meetings and/or trainings an asset.
  • Professional experience in sales/marketing/outreach activities including events, presentations, and promotion of products and services an asset.
  • Knowledge of the local government sector in Canada and overseas, as well as an understanding of their structure, expertise, needs and interests are considered assets.
  • Strong political acumen, tact and diplomacy.
  • Strong analytical skills and sound judgment, in order to assess opportunities and identify risks.
  • Demonstrable ability to work independently in a highly collaborative, dynamic team environment.

Language requirements:

  • Fluency in a second language, especially French and/or Spanish, considered a strong asset.

Other:

  • Some international and national travel will be required as a function of this role (10%)
