Background:

Funded by Infrastructure Canada (INFC), the Asset Management Program (AMP) is a five-year $50 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future. Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs) and other stakeholders, the AMP has two complementary priorities: reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting; and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

 

Major Purpose:

As Manager, Funding you will be responsible for the general management of the funding assistance component of AMP, including the design of grant allocation methodology and eligibility criteria, oversight and approval of funding applications and disbursements, while monitoring and evaluating processes for continued improvement and at all times, complying with FCM’s Funding Agreement with Infrastructure Canada.

You will be managing a team of people and working in close collaboration with other AMP staff and implementing partners to design and validate eligibility criteria, and to convene grant recipients (in collaboration with the Manager, Capacity Building), such that municipalities receiving funding in the same categories can learn from each other.

As an active member of FCM’s Program Team, the Manager, Funding will support FCM’s overall role as a national leading municipal association aimed at strengthening local capacities and enhancing governance.

The successful incumbent will be a member of both the FCM Programs Department and of the FCM Innovation Fund teams and is supervised, in a matrix model, by the Program Director (AMP) in close collaboration with the Senior Manager for Funding Services.

Requirements

Key Responsibilities:

  • Lead a team to deliver the funding program and work collaboratively with other units to ensure granting processes are efficient and consistent with other FCM funding programs.

  • Design and implement the continuous intake grant application, review and disbursement principles, processes, tools and methodology (i.e. eligibility criteria, templates, guidelines, communications plan) in accordance with internal policies and compliance requirements, and based on consultations with municipalities and key stakeholders.

  • < > all aspects of the AMP Funding application, evaluation, contracting and disbursement processes to ensure an efficient, effective and timely allocation and disbursement of funds. Provide guidance and support to the applications’ and peer review team to ensure that AMP applicants are assisted through all stages of their application.

    Review and approve contract documentation and funding, based on technical review and assessment from independent external peer reviewers. Ensure that deliverables and reporting requirements in all contracts will provide the data required to support the AMP’s overall key performance indicators (KPIs).

  • Report to FCM Board’s Finance & Audit Committee to report quarterly on key AMP portfolio metrics.

  • Contribute to the development and management of annual business and strategic plans including the Annual Statement of Plans and Objectives and the Strategic Plan

  • Provide advice and support to the Program Director, AMP and Sr. Manager, Funding Services on matters related to the funding assistance component of AMP, including reporting on the program delivery and results, as well as lessons learned.

  • Ensure that the AMP’s risk-based approach is documented and implemented such that the program meets the audit and evaluation requirements established under FCM’s agreement with Infrastructure Canada.

     

Knowledge and experience

  • Master’s degree in public administration, engineering, economics, business administration, program management, or related field or equivalent combination of education or experience.

  • A minimum of 7 years of progressively senior professional experience in program management, including business planning and financial and human resources management.

  • Leadership, teambuilding, mentoring and coaching skills, ability to optimize staff capacities and lead a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
  • Solid knowledge of Canadian contract law and administration specifically related to grant allocation programs.

  • Knowledge of the various municipal acts and regulations governing contracting, including any unique provincial requirements is an asset

  • Good knowledge of program monitoring and risk-based evaluation approaches, frameworks, tools.

  • Excellent analytical skills, strong understanding of financial analysis, budgeting processes and project risk management.

  • Excellent client service orientation, strong interpersonal, negotiation and conflict resolution skills

  • Strong verbal and written communication

  • Knowledge in asset management, municipal infrastructure and other relevant sectors to the program, experience working in or with municipalities a strong asset.

  • Some national travel (up to 3 times per year) will be required as a function of this role.

Language:

  • The ability to work in both official languages (English and French) is required.
