DEVELOPMENT ENGINEER – INTENSIFICATION/GREENFIELD

Responsibilities:
The Development Engineer is the senior lead responsible for the review of either the Intensification or Greenfield Development applications. This role collaborates with the team on projects and provides expertise to development engineering work in their area of knowledge (either Intensification or Greenfield Developments). In addition the Development Engineer will directly review and coordinate some of the more complex, high priority files. Further, this role will seek to provide continuous improvement and greater efficiencies within the processes used on an ongoing basis and will assist the Manager to review subdivision, development and service agreements within established service delivery expectations.
Qualifications and experience:

A degree in Civil Engineering or suitable equivalent

Member of the Association of Professional Engineers of Ontario (PEO) in good standing (P.Eng.)

PMP- Project Management Professional (preferred)

A minimum of five years' experience in engineering or managing/coordinating large, complex projects

Ten years' experience with varied engineering experience preferably with a municipality managing/coordinatinghigh level engineering projects and project review

Experience working for a developer is considered an asset

Strong communications and collaborative skills
-
Solid understanding of working with and developing standards and procedures and drafting agreements. Knowledge of the development process and the Ontario Planning Act

Strong written and verbal skills so as to be able to understand legal documents and prepare general agreements

Ability to work outside of normal business hours to attend meetings

Ability to safely and efficiently attend offsite meetings and site visits as required

Experience specific to the greenfield and intensification roles:
-
Experience working with development groups to develop cost sharing and front ending agreements
-
Understands subdivision development
-
General understanding of subdivision construction stages & site plan construction stages

Strong understanding of existing infrastructure in the City of Vaughan
-
Understands stages of site plan developments
-
Experience working with individual site plan owners on cost sharing requirements
-
General knowledge of area development policies and secondary plans
