Position Summary

Under the direction of the Childcare Programs Supervisor, develop, co-ordinate and facilitate external and internal training in accordance with provincial requirements and internal policies and procedures. Work collaboratively with licensed childcare programs and Early Years Programs and other community agencies, with the goal of strengthening childcare programs and quality experiences for children.

  • Coordinate the quality assurance initiatives established by the municipal’s professional development framework including developing a training calendar;
  • Develop, maintain and deliver comprehensive orientation and program training in the field as well as ongoing in-service programming which fosters optimum customer service and program integrity;
  • Assist in developing the Early Years Services system plan;
  • Visit external licensed and Early Years programs for on-going support, leadership and mentoring;
  • Conduct quality assessments including recommendations to enhance quality outcomes;
  • Consult with local providers and community partners in the support and development of a local service plan, including the collection and analysis of program and financial data;
  • Maintain a comprehensive knowledge of provincial and federal legislation by ensuring that all staff and funded agencies are functioning within the confines of legislation, division policies and professional ethics;
  • Identify program delivery issues and deficiencies, communicate intervention and participate in the evaluation of outcomes;
  • Respond to external requests for community service education;
  • Participate in municipal and provincial forums related to program delivery, program integrity, accountability and customer service;
  • As set forth in the City of Kingston Municipal Emergency Response Plan, perform duties in the event of a municipal emergency;
  • Any other related duties or special projects as assigned.
Requirements

Qualifications, Competencies

  • Completion of 3 year post-secondary education (Diploma or University Degree) in Early Childhood Education or in a related field;
  • 3 years’ experience delivering current early years programs for young children;
  • Consideration will be given to an equivalent in education (2 year diploma in Early Childhood Education) and 4 years’ experience delivering current early years programs for young children;
  • Experience with new early years curriculum frameworks (i.e. The Full-Day Early Learning-Kindergarten Program, How Does Learning Happen, Ontario’s Pedagogy for the Early Years) is a must;
  • Experience in a supervisory role is considered an asset;
  • Experience in municipal or not-for-profit public consultation facilitation, communication coordination, legislative interpretation and contribution to policy development an asset;
  • Experience in program development and evaluation;
  • Thorough knowledge of the Child Care & Early Years Act;
  • Must demonstrate corporate competencies of Customer Focus, Results Orientation, Integrity and Teamwork.

  • Excellent communication skills both written and verbal;
  • Strong leadership and team building skill set;
  • Excellent organization skills to include: accurate and organized record keeping as well as efficient management of workload;
  • Strong customer service skills including tact, diplomacy and ability to manage sensitive interactions with both staff and stakeholders;
  • Ability to work effectively and independently with minimal supervision in a team environment;
  • Ability to prioritize, manage multiple issues and deliverables while meeting timelines;
  • Strong data management skills including tool development, data collections, inputting, analysis and reporting;
  • Excellent typing skills is an asset;
  • Demonstrated ability to provide support, guidance and leadership in mentoring childcare programs with the implementation of high quality programming in accordance with the Ministry’s vision and guidelines;
  • Adherence to strict confidentiality requirements;
  • Verbal and written French skills an asset;
  • Minimum intermediate Microsoft Office Skills (Word, Excel and Power Point);
  • Ability to work flexible hours, as required (may include evenings and weekends);
  • Valid class “G” Ontario driver’s license;
  • Must obtain and maintain a satisfactory CPIC (Criminal Record Check), at candidate’s expense.
Salary & Benefits

Minimum Rate of Pay: $28.85 Per Hour

Maximum Rate of Pay: $35.96 Per Hour
