Environmental Services Department for an experienced and motivated individual

MANAGER, SOLID WASTE MANAGEMENT

(FILE #16-1716-MB)

Responsible for: managing the collection of solid waste including the daily operation of the Waste Management Section of the Environmental Services Department and assigned staff.  Developing, preparing, and administering multi-year solid waste collection contracts. Developing and managing the budget.  Issuing contract tenders, reviewing contract proposals, and managing all solid waste related contracts.  Conceptualizing and preparing reports based on analysis of Solid Waste Management programs, policies, procedures and trends, including providing recommendations and solutions. Responsible for the Annual Monitoring Program for the closed Vaughan Landfill and overseeing maintenance and operation of the Landfill’s gas control system. Developing and executing solid waste education and outreach programs. Providing prompt responses and exceptional customer service to residents’ inquiries and complaints ensuring residents requirements are met.

Requirements

Qualifications and experience:

  • University degree in Environmental Science or equivalent.

  • Minimum of five year’s progressively more responsible municipal solid waste management experience including contract preparation and administration, and three years supervisory experience, preferably in a unionized environment.

  • Current thorough knowledge of the Occupational Workplace Health and Safety Act and the Environment Protection Act, the solid waste industry including Provincial legislation pertaining to solid waste management.

  • Demonstrated experience managing large contracts inducing tending, managing and negotiating terms.

    Demonstrated excellent customer service skills exercising tact and diplomacy in effectively interfacing with the public and staff; an advocate for promotional communication material.

  • Knowledge of collection practices. Ability to learn the City’s Waste Collection By-law.

  • Knowledge of, and demonstrated ability in, the City’s core and leadership competencies and relevant functional competencies.

  • Ability to travel safely and efficiently between work sites as required.
