Responsible for: Providing oversight and ensuring adherence to purchasing policy and procedures. Investigating, developing, recommending and implementing improvements to the purchasing processes as well as planning procurement of goods and services and disposal of surplus assets. Analyzing services to user departments, recommend procedural changes to improve service delivery and provide information to client departments on purchasing objectives, policies and procedures. Determining the most appropriate method of acquisition and the most opportune timing of contracts. Managing major contracts for the acquisition of goods services and constructions. Providing consultation services to user departments to obtain maximum value for money spent. Assisting in the development and implementation of annual procurement plans aligned with short and long term goals and objectives for the Procurement Services Department. Providing direction and oversight to purchasing staff with respect to market conditions, preparation and analysis of bid documents and contracts.

Requirements

Qualifications and experience:

  • A University degree in related discipline, preferably Business Administration, Public Administration, Economics or Finance or suitable equivalent. 
  • Possesses a Purchasing related certification including an active membership of one of Supply Chain Management / Purchasing Association.
  • A minimum of 5 years of experience in procurement and proven record of specification writing and analytical skills.
  • Thorough understanding of Contract Law, Legislations, Canadian Public Procurement Policy framework and E-bidding.
  • Excellent knowledge of strategic sourcing, construction and consulting industries in Canada including concepts and practices. Exceptional analytical, communication, leadership, planning, negotiation, and communication skills.
  • Ability to anticipate/troubleshoot complex procurement issues and challenges.
  • Proficiency and working knowledge of Microsoft Office including Word, Excel, PowerPoint and Microsoft Outlook and database software programs coupled with advanced knowledge/ application of JD Edwards.
  • Knowledge of, and demonstrated ability in, the City’s core competencies.
  • Flexible to work outside regular business hours, as required.

Salary & Benefits

Temporary position, approximately 2 years in length, with a possibility of extension and other opportunities in this dynamic department which is currently going through procurement modernization project. Salary range is $78, 607.00 to $93, 577.00 annually.
