Background:

For several years, in partnership with various federal departments and agencies, the Federation of Canadian Municipalities (FCM) has been implementing national capacity building programs to provide opportunities for Canadian municipalities to share know-how and resources domestically. FCM’s largest project, the Green Municipal Fund (GMF), is a $550-million endowment fund to support municipal efforts to improve air, water and soil quality. Other domestic projects include initiatives to support municipalities address climate change, develop partnerships on economic development with First Nations communities, support women involvement in local government, and overcome regulatory barriers to the development of affordable housing.

In March 2016, the Government of Canada announced in the federal budget an allocation for FCM to implement a new national program on municipal infrastructure asset management. Funded by Infrastructure Canada (INFC), the Asset Management Fund (AMF) is a five-year $50 million national initiative whose goal is to enable Canadian municipalities to manage their infrastructure assets more strategically and thereby improve the quality of public infrastructure services for Canadians in the future. Managed by FCM, in close collaboration with provincial and territorial municipal associations (PTAs) and other stakeholders, the AMF has two complementary priorities: reinforce municipal and local community capacity in infrastructure assets planning, management, data collection and reporting; and generate new knowledge in municipal infrastructure management to inform federal policy and other stakeholders’ initiatives that advance asset management and infrastructure practices.

FCM is currently finalizing AMF’s contractual arrangements with INFC and start-up is tentatively planned for September 2016.  

 

Major Purpose:

As AMF Program Director you will be responsible for the strategic leadership and direction of the program to ensure it achieves expected results. In a manner consistent with FCM’s values and employment philosophy, you will lead, motivate and manage a team of talented professionals and consultants based in Ottawa and in provincial offices that will plan, budget, implement, monitor and report on program activities. You will also foster and nurture a strategic working relationship with officials from INFC, with FCM’s board members, and with other strategic partners, including Canadian provincial and territorial municipal associations. As an effective communicator, you will seek opportunities to represent FCM and share AMF directions and results in national discussions in the infrastructure and asset management spheres, and pursue potential leverage opportunities. As a senior member of FCM’s Program Team, you will contribute to FCM’s programming strategies, and support FCM’s overall role as a the national leading municipal association aimed at strengthening local capacities and enhancing governance.

 

Key Responsibilities:

  • As the principal senior staff of the program, provide overall strategic leadership and direction to AMF.
  • Lead the 6-month start-up phase of the program, which includes the setting up the management structure of AMF and the hiring and training of program staff, the establishment of administrative and financial procedures in line with the policies of FCM and of INFC/Treasury Board of Canada, the preparation of a detailed 5-year Program Implementation Plan (including the finalization of the logic model and performance monitoring framework, detailing of activities and implementation approach, funding criteria and processes, and development of specific program strategies for stakeholders engagement, for outreach and communication, and for knowledge management), and the design and implementation of initial capacity building activities for the first six month of the program.
  • Provide senior direction and guidance to a team of approximately 20 staff, including personnel based in Ottawa and in selected provinces, and supervise the technical contribution of AMF program partners, external specialists and consultants in the activities of the program.
  • Supervise AMF annual work planning, budgeting, monitoring and reporting processes, and risk management, ensuring the achievement of results is in compliance with donor contribution agreement.
  • Supervise the implementation of all AMF activities comprising of grant allocation, technical assistance, and the organization of other activities, including the integration of knowledge management into program activities and the consistent use of FCM’s project management approaches, standards and methodologies.
  • In collaboration with staff responsible, ensure the coordination and knowledge sharing of models, tools, best practices, sectoral knowledge and experience with other FCM related domestic and international programs, and with FCM’s policy and government relations team.
  • Supervise the organisation of the annual meetings of the Program Steering Committee (PSC) and provide senior advice to PSC members on key strategic orientations for AMF and implement its decisions.
  • Manage the senior relationship with Infrastructure Canada by discussing strategies, priorities and interests, presenting workplans and reports, and negotiating amendments to program agreements.
  • Establish and maintain strategic alliances and excellent relationships with other relevant stakeholders, including Provincial and Territorial municipal associations and key infrastructure related networks and organisations.
  • Represent FCM in seminars, conferences, events and meetings with senior officials (directors, mayors, deputy-ministers) from local, provincial, and national authorities in Canada in relation to program objectives.
  • As a member of one departmental Strategic Management Committee (SMC), actively participates in the ongoing development of FCM’s strategic, organizational and operational directions.
Requirements

Education:

  • Master’s degree in public administration, engineering, urban planning, program management, or related field or equivalent education or experience.

Experience:

  • This position requires 15 years of relevant experience in strategic program management of large funded capacity building projects, with a minimum of 10 years in a senior role as program director.
  • Strong leadership, teambuilding, mediation, mentoring and coaching experience to support the development of effective and multidisciplinary teams.
  • Superior results-based project management experience including work planning, budgetary processes, resource allocation, program management, program evaluation, reporting & risk management.
  • Strong experience in capacity building and grant allocation projects, adult education, and the transfer of skills and knowledge.
  • Strong verbal and written communication, interpersonal, negotiation, representation and influencing skills.

Knowledge:

  • Strong knowledge in asset management, municipal infrastructure and other relevant sectors to the program.
  • Strong knowledge in capacity building approaches, adult education, and the transfer of skills and knowledge.
  • Good knowledge of program monitoring and evaluation approaches, frameworks, tools.
  • Strong networks of key stakeholders in Canada who are strategic for infrastructure asset management skills building and policy development.
  • Knowledge of FCM, its strategic directions and local government is an asset.

Competencies:

  • Excellent strategic agility and creativity to develop innovative programing, develop and maintain networks, and take timely action to generate, leverage or expand opportunities.
  • Exceptional communication, interpersonal, negotiation, presentation and influencing skills to influence and engage with diverse audiences.

  • Strong leadership, teambuilding, mentoring and coaching skills, ability to optimize staff capacities and lead a highly collaborative, dynamic team with clear performance expectations and in an outcomes-focused, real-time, client service environment.
  • High level of commitment, integrity, fairness, transparency and demonstration of work-life balance.

Language:

  • Bilingual position (English/French) at an advanced level.

Other:

  • Some national travel (up to 10 times per year) will be required as a function of this role.
