Job Summary:

This position is responsible for implementation of capital projects and maintenance related projects behalf of the Wastewater Services Division. This position is required to liaise with all various staff within the department, Strategic Sourcing and Procurement, Engineering, Consultants, Contractors and any others to effectively coordinate and deliver complex projects and implement them on budget, within the established schedule, scope and in compliance with the Regulations, Standards, MOECC ECA requirements and City policies and by-laws.  Reporting to the Plant Manager, and guided by the City’s People Practices Strategy, the successful candidate will create the environment and make program development recommendations to manage assets, maintain and enhance public trust and confidence. Duties:

  • Prepare contract documents and specifications, purchase orders/requisitions, requests for quotation, and tendering.
  • Develop and maintain internal processes to manage projects and prioritize them.
  • Prepare reports on project progress, evaluation of technical documents and other reports and provide recommendations.
  • Ensures maintaining all up-to-date drawings, standard operating procedures and  operations and maintenance manuals.
  • Responsible for risk analysis and preparation of emergency preparedness plan
  • Responsible for supporting the divisions programs.
  • Responsible to coordinate contractors and consultant’s site visits, design review meetings and feedback, report review and feedback.
  • Responsible to manage construction, project budgets and consolidate capital projects to ensure they are delivered per scope, on budget, on schedule and overall quality.
  • Support start-up and commissioning and resolve contract deficiencies and claims.
  • Ensure consultants, contractor and suppliers compliance with contract and corporate and MOL health and safety requirements.
  • Negotiate change orders with consultants and contractors.
  • Maintain adequate documentation for works.
  • Maintain up-to-date thorough knowledge of existing applicable legislation, guidelines, regulations and policies.
  • Support optimization related special studies and comprehensive start-up. Support the development, review, and implementation of staff generated SOPs arising from projects.
  • Responsible to lead the projects and create a motivated, supportive and accountable work environment that is supportive of continuous improvement (work methods, problem solving and staff development).
  • Identifies any gaps or needs and ensure adequate resources are available (materials, equipment, staff).
  • Ensure adequate coverage to maintain service delivery at all times.
  • Provide reports to the Plant Manager, respond to issues verbally and in writing regarding projects and related issues and activities from members of the general public, other staff, departments, regulators and users of these services.
  • Lead any investigation and resolution of any third party claims.
  • Assist in the development of capital budget and monitor/moderate expenditures to achieve budgetary and service goals.
  • Ensure compliance with the City’s purchasing by-law.
  • Support in compliance and implementation of H&S related initiatives.
  • Participating in Wastewater Services’ on-call rotation.
  • Work to increase asset values through identified efficiencies and savings
  • Other duties as assigned.
Requirements
  • Considerable experience related to the duties listed above, normally acquired through a post-secondary degree in Engineering or a related discipline and considerable experience in managing projects in an operational facility i.e.Wastewater Treatment Plant, preferably in a municipal environment.  Candidates with an equivalent combination of education and experience may be considered.
  • A valid Class G drivers licence with a good driving record.  Successful candidates will be required to provide a current driver’s abstract prior to their start date to confirm their licence is held in good standing and that it has not been suspended or revoked under the Highway Traffic Act (HTA) or Criminal Code of Canada in the last 5 years. The City of Guelph will take into consideration the number of demerit points and/or nature of the infractions to determine if it meets our requirement.
  • Ability to prepare capital budgets.
  • Knowledge of the Occupational Health and Safety Act and other applicable legislation and specifications.
  • Knowledge of municipal, provincial and federal legislation and Acts, regulations and by-laws.
  • Knowledge of related aspects of the environmental assessment process.
  • Knowledge of PSAB requirements and the ability to carry out asset enhancement and positive financial results.
  • Excellent verbal and written communication skills, strong negotiating and public relations skills are essential.
  • Possess strong interpersonal, leadership and team building skills.
  • Advanced computer skills in Microsoft Office (Word, Excel, and Power Point).
  • Strong Municipal Wastewater Treatment design review and technical skills.
  • PMP – Project Management Professional designation would be an asset.
Salary & Benefits

$70,598.82-$88,248.53 per year
