Description
Reporting to the Assistant County Manager & Chief Financial Officer, the Human Resources Manager serves as a member of the County’s management team, overseeing Human Resources, Payroll and Safety functions.  This position provides leadership, strategic planning, coaching, consultation, support and advice to all employees in all aspects of human resources. This position develops and implements policies, procedures and programs regarding human resource planning, performance issues, compensation, job evaluations, job or department restructuring, mediation and employee relations. Further the position will assist all departments with recruitment, recognition, benefits selection, orientation, retention, training, development, workplace wellness and occupational health and safety. 

Requirements

Primary Responsibilities:

  • Provide internal Human Resources advisory services and assistance to managers, supervisors and employees (including some union).
  • Initiate, develop, coordinate and track corporate training initiatives, participate and facilitate training in specific topics.
  • Identify requirements and regulations affecting the human resources function and ensure policies, procedures and reporting are in compliance. While remaining current in best practices, changes and standards.
  • Provide advice and support to Managers and supervisors regarding ongoing performance management, including annual performance reviews, performance improvement plans, progressive discipline, terminations.
  • Propose, administer and monitor the approved budgets for the Human Resources, Payroll and Safety functions.

Training and experience:

  • Post-secondary certificate or diploma in Human Resources Management.
  • A minimum of 3 - 5 years of related HR experience.
  • Specific experience in recruitment, employee relations, compensation and benefits, performance management, training, and development required.
  • Understanding legislation applicable to Alberta public employers.
  • Eligible for membership with a human resource association and possesses or be working towards the CHRP or equivalent designation.

Salary & Benefits

Able to work flexible hours as occasional overtime and attendance at meetings is required.
