PURCHASING ANALYST
Finance Department
Develops and recommends updates to the Corporation’s Procurement By-law for approval by the Manager of Purchasing; monitors compliance with By-law and makes recommendations for corrective action on major compliance issues; serves as the facilitator for complex competitive submission evaluation processes; conducts reviews of commodities for corporate consolidation opportunities; formulates procurement-related statistical reports for senior management and Council; and prepares and provides comprehensive training and expertise regarding procurement to staff at all levels, including local boards and commissions directly affiliated with the City of Barrie.
Applicants must have:
Education (degree/diploma/certifications)
- Three (3) year Community College Diploma in Business Administration, or equivalent.
- Certified Public Purchasing Officer (C.P.P.O.) and/or Certified Professional Public Buyer (C.P.P.B) and/or Certified Professional Purchaser (C.P.P.) designation.
Experience
- Four (4) years of experience in the municipal procurement field.
- Experience working with municipal, provincial, federal and other legislation, codes, standards, policies and procedures such as a Procurement By-law, City of Barrie standards, City policy manuals, Council policies, departmental procedures, Municipal Act, Building Code, Ontario Fire Code, Ontario Health & Safety Act, Workplace Safety and Insurance Act, provincial specifications and standards, Agreement on Internal Trade, codes and standards of the National Fire Prevention Association, and the ethics of the Ontario Public Buyers Association.
Knowledge/Skill/Ability
- Computer literacy utilizing the Microsoft Office Suite (e.g. Word, Excel, Outlook, PowerPoint and Access).
- Excellent interpersonal, communication, organizational/coordinating, research, problem-solving, public relations, customer services and multi-tasking/work prioritization skills.
- Ability to interact effectively and courteously with all levels of staff and contacts in a political and community/client services environment. Ability to build co-operative/collaborating working relationships and internal and external alliances and to champion corporate programs/initiatives, mission and values of the City.
The 2015 salary range is $57,766 to $69,214 per year ($31.74 to $38.03 per hour). The hours of work will be 35 hours/week. For full details regarding this position, please visit our website at www.barrie.ca.
