PURCHASING POLICY & SYSTEMS OFFICER

(FILE #15-2400-LL)

The Purchasing Services Department is in the midst of a transformational change, shifting to take on a more strategic role. The responsibilities and objectives established for this position are in line with Purchasing Services’ goals and strategies.

Responsibilities:

  • Develops, recommends and implements effective and innovative corporate procurement policy and procedures and provides recommendations for improvements.
  • Develops effective control mechanisms and measures to ensure policy compliance and proper internal controls.
  • Responds strategically to emerging business-specific legislative, regulatory and policy changes and assesses the impact on procurement practices to ensure policy and procedures are current and up to date.
  • Develops and delivers appropriate procurement training, including development of process specific modules utilizing a variety of delivery methods including in-class, video and online training.
  • Manages, motivates and trains Purchasing staff, ensuring effective teamwork, high quality of work standards and effective organizational performance and continuous learning.
  • Reviews and recommends improvements to systems including technology, to support and enhance the procurement function.
  • Develops, implements and monitors standards and performance metrics with a specific focus on measures to: gauge awareness of policies and procedures; compliance; knowledge of roles, responsibilities, methods, thresholds and limits; and effectiveness and efficiency of the procurement function.
Requirements

Qualifications and experience:

  • A University degree, preferably in Supply Chain Management or Business Administration, Economics, Finance (or suitable equivalent);
  • A minimum of five (5) years of experience in procurement, preferably in a municipal environment including supervising/managing staff in a unionized environment;
  • Relevant procurement designation (CSCMP, CPPB or CPPO);
  • Knowledge of industry trends and best practices relating to procurement;
  • Experience leading and managing change initiatives in a matrix organization;
  • Highly developed verbal and written skills including preparation of detailed reports, presentations and demonstrated facilitation skills;
  • Demonstrated ability to build high levels of credibility within diverse work groups;
  • Superior analytical, interpersonal and conflict resolution skills; and
  • Advanced knowledge in Microsoft Office Suite, enterprise resource planning (JD Edwards) software and e-procurement.
