MANAGER OF TRAFFIC ENGINEERING

Reporting to the Director, Transportation Services, Parks and Forestry Operations, the Manager of Traffic Engineering is responsible for ensuring the safe movement of all users (vehicles, pedestrians and cyclists) on City owned roads, sidewalks and walkways; working collaboratively with the Manager of Road Maintenance Services and the Manager of Transportation Engineering; managing and implementing traffic and transportation technologies, strategies, policies and procedures related to traffic management and operations. You will develop multi-year divisional work plans in support of corporate priorities and initiatives. You will manage a small team of professionals and bring a proactive and citizen focus approach to this role.  You will have the opportunity to build strong relationships and liaise with members of Council, York Regional Police, the Regional Municipality of York, the Ministry of Transportation and neighbouring municipalities on a regular basis while delivering on departmental objectives.

Requirements

Qualifications and experience:

  • University Degree in Transportation or Civil Engineering or suitable equivalent combination of education and experience. A Professional Engineer (P.Eng), in good standing with the Professional Engineers of Ontario (PEO) is strongly preferred.
  • Minimum five (5) years’ experience in traffic management, traffic safety and operations, including demonstrated supervisory or leadership experience, with demonstrated knowledge of traffic engineering and safety policies, legislation related to traffic engineering and regulatory control and traffic regulations approval process.
  • Demonstrated leadership ability to coordinate, plan, supervise and direct the work of subordinates and knowledge of collective agreement administration and labour relations principles and practices.
  • Demonstrated results/achievement and focus in, human resources management, leadership, financial management, business planning, decision making/judgement, representation and professionalism and job knowledge.
  • Proven abilities in customer service, communication, teamwork, initiative, personal accountability, and adaptability.
  • Strong effective report writing and project management skills, with the ability to achieve program objectives successfully while working towards tight deadlines.
  • Highly developed interpersonal and communication skills (oral and written), with the ability to effectively communicate at all levels of the organization;  including demonstrated negotiation, facilitation and conflict resolution skills, combined with the ability to conduct oneself in a manner bestowing tact and diplomacy in a political environment.
  • Highly proficient in computer literacy utilizing MS Office software applications; Valid Ontario ‘G’ Driver’s License in good standing with a reliable vehicle for business purposes, and the ability to work outside normal business hours, as required.
