Halifax Regional Municipality (HRM) is inviting applications for the permanent position of Superintendent, Parks (West) for the Parks Division of Parks and Recreation. The Superintendent is responsible for delivering safe and efficient operations and maintenance services for all HRM parks, cemeteries, sports fields, courts, playgrounds, green spaces and splash pads.

As the Asset Manager, provides operations and maintenance services for approximately 836 parks, 324 sport fields, 314 sport courts, 379 playgrounds, 7 cemeteries, several pools/splash pads, 2 greenhouses and plants 100,000 annuals/year.

DUTIES AND RESPONSIBILITIES:

The Superintendent will coordinate over 150 special events on municipal property and assists event organizers. Utilizing effective leadership and management skills, the Superintendent is responsible for ensuring the client’s needs are met and service standards are consistently achieved or exceeded. The Superintendent provides leadership to over 50 full time/seasonal staff and students and oversees a budget of over $5M.


 

Requirements

QUALIFICATIONS:

Education and Experience:

  • Undergraduate degree in Landscape Architecture, Landscape Construction, Parks Management or a related field from an accredited college or university. Master’s degree considered an asset.
  • Minimum five (5) years progressive experience in a supervisory role, preferably in urban parks and outdoor recreation maintenance setting
  • Current training and professional development in effective management and leadership principles.
  • Demonstrated experience in managing a budget, managing a unionized workforce, working with internal and external partners effectively.
  • Experience and understanding of project management, procurement and construction.

Technical / Job Specific Knowledge and Abilities:

  • Thorough knowledge of the delivery of parks maintenance and operations including proactive maintenance practices and best practice operation standards.
  • Knowledge in horticulture and cemeteries would be an asset.
  • Knowledge of standard software and technology utilized in the HRM, i.e., Word, PowerPoint Presentations, Outlook, Excel, Hansen, etc.
  • Knowledge of occupational safety and environmental regulations and practices.
  • Knowledge and skills related to budget preparation and management.
  • Knowledge and skills related to human resource management and labour relations.
  • Knowledge of quality front-line customer service principles.

NOTE: Testing may be conducted as a component of the selection process to assess Technical/Job Specific Knowledge.

HOURS OF WORK: Regular hours of work are: Monday to Friday - 8:00 am – 4:00 pm.

Requirement to work flexible hours and rotational on call duty during the snow and ice season.

Salary & Benefits

SALARY: Non Union Salary Scale, M3 Level ($74,000 - $105,000 per annum).
