SUPERVISOR OF POLICY AND STANDARDS

Engineering Department

This position is responsible for the supervision, operation, and administration of the Policy and Standards Section within the Corporate Asset Management Branch of the Engineering Department. This position is responsible for developing, recommending, implementing and maintaining engineering infrastructure policies, standards, design guidelines and approved products for infrastructure assets. This position is responsible for leading the Corporate Policy and Standards Committee (CPSC), which reports through the Corporate Asset Management Working Group (CAMWG).  This position works collaboratively to develop and maintain a governance structure and framework for engineering infrastructure policies, standards, design guidelines and approved products related to City-owned assets. In addition, this position is responsible for overseeing the review, revision and approval of municipal consent (MC) permits submitted to the City by utility companies for proposed works within City-owned rights-of-way and open spaces.  Overall, this position plays an integral role in establishing and maintaining the foundation for managing all City-owned infrastructure assets to ensure assets are maintained in good working order to deliver the services that the City provides; to maintain community sustainability; and to provide a high quality of life through effective and innovative management of the City’s tangible assets

Requirements

Applicants must have:                                                                                              

Education (degree/diploma/certifications)

  • Three (3) year College Diploma in Civil Engineering Technology, Environmental Engineering Technology, or related discipline.
  • Eligibility for, and willingness to obtain certification as a Certified Engineering Technologist (C.E.T.) Designation through the OACETT.   Full Certified Engineering Technologist (C.E.T.) Designation is preferred.

 

Experience

  • Five (5) years of experience performing the above mentioned major responsibilities including supervisory /leadership (one year preferred) experience
  • Demonstrated procurement experience in securing consulting services

 

Knowledge/Skill/Ability

  • Knowledge of engineering design and construction standards and principles related to municipal infrastructure, including but not limited to road and sidewalks, drainage systems, water distribution and sewer systems
  • Knowledge of the following standards and guidelines:  Ontario Provincial Standard Specifications (OPSS); American Water Works Association (AWWA) Standard; American Society of Testing and Materials (ASTM);Canadian Standards Association (CSA) standards; Material Testing Procedures related to construction materials; Ministry of Transportation (MTO) Standards
  • Working knowledge of management principles, labour relations principles and collective agreement administration, and contemporary management practices
  • Demonstrated ability to:


 

  • interpret data, identify problems and make recommendations
  • think and act strategically
  • lead, coach, advise and support staff
  • build strong and enthusiastic staff teams
  • maintain a high standards of public relations at all times

 


 

  • Excellent interpersonal, project/time management, organizational, analytical, report-writing, communication, presentation, negotiation, prioritization, problem solving, and staff leadership and supervisory skills
  • Computer proficiency utilizing Microsoft Office Suite (Excel, Outlook, PowerPoint, Word) and MS Project (expertise level preferred)
  • Availability to attend evening and/or weekend meetings and/or to work outside of designated normal hours per week
