OPPORTUNITY

We are seeking an experienced, innovative and highly motivated individual to assume the position of Director of Utilities. As Director you will oversee the efficient, professional and coordinated delivery of municipal services through the Utilities Operations and Solid Waste branches.

Reporting to the General Manager of Infrastructure Services, this is a key leadership position with overall responsibility for managing the City’s Utilities (water distribution, wastewater and storm water collection, and solid waste).  Working collaboratively with the Finance, Engineering, Public Works and Environmental departments, this position is ultimately responsible for all aspects of the service delivery of the utilities.

As Director you are responsible for strategic, long term department planning, including preparation and management of significant capital and operating budgets. The position has a large, diverse complement of staff (3 direct reports, over 40 permanent and casual unionized staff). You will lead your team in effectively managing resources to provide high quality, cost-effective public service to St. Albert residents.

You are a strategic thinker and problem solver with sound judgment, and the ability to inspire others to perform and deliver. Your interpersonal, communication and influencing skills enable you to build trusted relationships with your team and at all levels throughout the organization.

HOURS OF WORK

This position works 40 hours per week (Monday to Friday) and receives 1 Earned Day Off per month. There is a requirement for extra and evening hours.

Requirements

QUALIFICATIONS

Preference will be given to applicants who hold a Bachelor of Engineering, Business or Finance. A Level IV Water Collection and Water Distribution certification is beneficial. A combination of other education and considerable directly related experience may be considered as equivalent.

Significant experience in providing public service delivery and personnel management, preferably within a unionized environment.

Considerable strategic planning experience.

Understanding of regulatory framework and the relationship with municipal operations.

Highly developed program, project, and financial management skills.

Strong written and verbal communication skills, and comfort making public presentations.

 

The successful applicant will be required to obtain a satisfactory police information check

 

Salary & Benefits

COMPENSATION

$123,038 - $149,694 per annum. In addition the City offers a comprehensive benefit package including supplementary pension, and a monthly mileage allowance.
