The Municipality of Kings is one of the fastest growing regions in Nova Scotia. Kings is both urban and rural, offering exceptional life-style opportunities to its residents.  This is a challenging position within a municipality widely recognized as being a leader in dealing with a wide variety of urban and rural planning issues.  The Municipality seeks an experienced, multi-talented municipal leader to guide Planning & Development Control Services.

Reporting to the Manager of Community Development, the successful candidate will:

  • Be responsible for the strategic leadership, planning and management of the day-to-day operations of Planning & Development Control Services in accordance with all Municipal policies and procedures;

  • Supervise Planning and Development Control Services staff (9 employees), coach staff, and implement training and annual performance review plans;

  • Promote a safe, diverse, and inclusive work environment that reflects legislation and the standards set out in the Municipality’s Action Plan to Eliminate Racism and Discrimination;

  • Provide the delivery of planning services including municipal planning strategy reviews, strategy and bylaw amendments and development agreement applications, and special planning studies;

  • Oversee development agreement negotiations, administration of planning applications, special research projects, and municipal planning reviews;

  • Prepare and present reports for the Manager, Planning Advisory Committee, Council and other committees on a wide range of planning and development matters and conducts research pertinent to these issues;

  • Provide clarity and insight for interpretations of regulations within the Land Use By-Law and Subdivision By-Law;

  • Review all municipal development permits, subdivision approval plans, issuance of site plans, and variances in accordance with the Municipal Land Use By-Law and MGA;

  • Oversee site inspections by Development Officers to check land and subdivision implications/violations, and;

  • Attend the Planning Advisory Committee, Council, and other Committee/Community meetings as required.
Requirements

Desired Qualifications:

  • Bachelor’s degree in Community Design or equivalent required.Masters in Planning would be considered an asset;

  • A minimum of three to five years experience as a planner, preferably in Municipal Government is required;

  • Experience as a Development Officer would be considered an asset;

  • A minimum 1-3 years of supervisory experience would be an asset;

  • Strong interpersonal skills combined with demonstrated project/time management, organizational, analytical, research, communication (written, oral), report-writing, negotiating, administrative, problem-solving, public relations and public speaking;

  • Ability to think and act strategically in a political and community service environment, and to foster and contribute to a positive, productive, and inclusive work environment;

  • Strong knowledge of computer applications within a Windows environment with an emphasis on Microsoft Word, Excel, and PowerPoint.

Salary & Benefits

Hours of work are Monday through Friday 8:30 AM to 4:30 PM. Evening / weekend meetings may be required.  Compensation includes a competitive salary, benefits, and pension plan (Defined Contribution: 8% Employer / 8% Employee Match).  Salary will be level M3 of the Municipal Non-Union Pay Scale - $69,445 to $79,286.
