Description
In this high-level, full time role, you will be responsible for the safe, effective and efficient operation of the Operations, Water and Waste Services departments at The City.

More specifically, you will have the following responsibilities:  

  • Provide leadership, plan, direct, evaluate and communicate short and long-term goals, objectives and priorities for the division;
  • Manage and provide leadership in all human resource areas, including recruitment and performance management consistent with collective agreements and/or employment contracts and internal controls;
  • Maintain all infrastructures and land based planning for the City;
  • Provide oversight and guidance on complex construction and rehabilitation plans and designs;
  • Oversee the management and inspection of projects including oversight of performance evaluation of consultants and contractors;
  • Provide a variety of complex professional administrative support to the City Manager;
  • Interpret legislation, research, develop, implement and maintain programs, bylaws, policies and practices in accordance with municipal objectives and priorities;
  • Develop and control the division’s capital and operating budgets.Foster and maintain effective relationships among peers and stakeholders. Participate on various committees;
  • Participate as a member of the Senior Management team in the development, implementation and achievement of corporate goals, objectives and policies;
  • Develop, review, implement and evaluate relevant by-laws, policies and rate schedules;
  • Act as City Manager as assigned;
  • Foster and maintain effective relationships among peers and stakeholders, and participate on various committees and attend regular meetings;
  • Attend regular Council meetings, prepare reports, conduct presentation and act on motions; and
  • Assist in the development and implementation of City goals, financial and business plans and strategies to ensure the effective planning and delivery of City-wide programs and services.

 

Requirements

In order to qualify for this role, you will need the following:

  • Masters’ degree in a related discipline;
  • Ten years of progressively responsible administrative and technical experience in a government and/or private sector setting, with at least four years in a supervisory role; and
  • Class 5 driver’s license.

Along with proven leadership and supervision skills, you will have the ability to delegate, set clear expectations, train and develop, motivate and manage the performance of others. It is important that you have proven project management skills, and experience as a member of a senior management team.

Additionally, you must have excellent knowledge of relevant municipal, Territorial and Federal legislation. We welcome your application if you have an excellent management track record with specific accomplishments in directing budgets and strategic planning.

We are searching for a true leader with high-level communication skills. If you are an expert communicator with superior team building skills who can efficiently liaise with stakeholders, then this role would be well suited to you.

Lastly, we require an experienced professional with excellent interpersonal relations skills and the sensitivity to the needs of the public and elected officials.

In appreciation of all your hard work and dedication on the job, you can look forward to receiving a highly competitive salary of $124,000 to $146,000, depending on your skills and certifications.
