Summary

Responsible for the provision of centralized corporate services and for the development of effective corporate management policies, systems and processes that recognize the value of new technology, customer service and human resource initiatives. Accountable for the administration and management of all divisions of the Corporate Support Services Department including staffing, budgets and strategic planning.  This is a key advisory role to the Chief Administrative Officer (CAO) on all administrative matters and statutory functions.

 

Duties and Responsibilities

  • As part of the Senior Management Team, participate in the implementation of the City’s Strategic Plan, and the management of corporate goals, priorities and action plans consistent with Council’s policies ensuring that all services are delivered effectively.
  • Assist the Commissioner Corporate Services and the CAO in determining long and short range planning, including structure of the organization through the design, maintenance and review of all facets of the organization.
  • Oversee the Manager of Human Resources to develop, implement and maintain corporate policies, programs and practices to provide the most effective use of human resources to generate productive change and achieve desired results.
  • Responsible for the negotiation, interpretation, conciliation and/or arbitration of collective agreements with employee unions and associations.
  • Oversee the Manager of Applications and the Manager of Infrastructure & Operations to identify, develop, implement and maintain technological infrastructures, applications and services that support improved operations and demonstrate leadership in the effective use of information based technologies.
  • Oversee the Manager Customer Service in their development, facilitation and delivery of service consolidation of the Customer Service Division.
  • Ensure that Council approved policies and procedures are observed and adhered to by all departments of the Corporation.
  • Liaise between members of City Council, the public, related associations, boards, City Departments, Regional departments and Provisional ministries with respect to all areas of responsibility.
  • Attend City Council meetings and act as a representative at all other meetings related to statutory functions.
  • Perform other related duties as directed by the Commissioner Corporate Services.

 

Requirements

Position Requirements

  • A University degree in a relevant field such as business administration, public administration, computer sciences or related discipline.
  • Ten (10) years responsible experience as a senior manager with extensive knowledge of human resources, labour relations, technology and municipal government.
  • A sound knowledge of public administration and relevant legislation at the municipal, provincial and federal level.
  • Demonstrated attendance/attainment of recent professional development education.
  • Motivated individual with proven initiative and exceptional time and project management skills.
  • Superior coaching, supervisory and leadership skills.
  • Excellent presentation skills and strong written communication, research and report writing skills.
  • Professional, proven customer service with exceptional interpersonal, organizational and communication skills.
  • The ability to work in a team environment, liaise with key external and internal stakeholders at all levels of the organization and to function effectively with minimal supervision.
  • Ability to work under conditions of strict confidentiality is essential.
  • Attention to detail with proven research, data analysis and report writing skills.
  • Proficiency in MS Office Suite with the ability to adapt quickly to applicable software.
  • A demonstrated commitment to enhancing a safety culture through effective management with the goal of achieving a healthy and safe operation.
  • A valid Ontario driver’s license, Class “G”, with a clean driving record.

 

Salary & Benefits

Pay Group 16 – Minimum $124,385 to Maximum $155,481 annually (2014 Rates)

 

Expected Work Location:  City Hall
