Policy Planner

 

The successful applicant will be responsible for (under review):

 

Policy Planning, Long Range and Special Studies

  • Conducts research and initial analysis relating to population, demographic, socio-economic and statistical data to assist in the formulation of long range plans and policies intended to strengthen the City’s role as the regional growth centre of Simcoe County.
  • Assists with reviewing and providing comments to the Province and external agencies on planning related provincial policy, legislation or regulation.
  • Conducts special studies related to long range planning issues such as secondary plans, special policy area studies, and city wide policy changes including general amendments to the Official Plan and Zoning By-law.
  • Assists with preparation and delivery of project specific communications packages, promotional materials, surveys and presentations for stakeholder engagement, public consultation, and open houses to present proposals or for issues identification. (Communicates through a variety of media formats and methods).
  • Maintains a current knowledge base on all pertinent legislation, bylaws, planning related trends and literature and provides input and advice on physical, social and economic conditions as they may affect the City.

Council and External Liaison

  • Maintains effective and co-operative liaison with developers, professional consultants, City staff, provincial ministries and agencies, ratepayer groups, the general public. Provides support to the department in formulating, mediating or negotiating planning and development matters under consideration by the City and acts in the public interest following consideration and evaluation of all viewpoints.
  • Assist in drafting of terms of reference for planning related projects or special studies. Reviews, evaluates and makes written recommendations to the Committee of Adjustment on consent and variance applications.
  • Attends, and assists in providing information and presentations at Open Houses, Public Information sessions or meetings of Council, Planning Committee, Development Services Committee, and other committees as assigned.
  • Presents professional Planning evidence for Ontario Municipal Board Hearings.
  • Provides information and responds to public inquiries and internal information requests on planning related matters. Recommends processes and procedures and criteria for maintaining and up to date documents, information packages and data.

Development Control

  • Assists in processing of development proposals.
  • Screens and provides assessments of Complete Applications for various planning application processes.
  • Reviews and analyzes on  an as-needed basis under the general supervision of the Manager of Development Control the merits of  development applications; including Official Plans, rezonings, proposed subdivisions, condominium or site plan control applications and directions, on the basis of compliance with provincial and municipal policy, standards and guidelines and prepares reports and makes recommendations for review by the Manager of Development Planning based on sound planning principles in respect to all applications in portfolio.  This includes the co-ordination, circulation and evaluation of comments from departments, agencies, the public and Council; the formation of planning alternatives and recommendations; and the maintenance of a tracking system of files related to the Planning Department.

 

Requirements

Applicants must have (under review):                                                                   

Education (degree/diploma/certifications)

  • Four (4) year Degree in Urban and Regional Planning from a recognized School of Planning or equivalent.
  • Membership in, or eligibility for membership in, the Canadian Institute of Planners.

 

Experience

  • Three (3) years of directly related Planning experience.  Preference is for five to seven years’ experience in land use planning or related field.

 

Knowledge/Skill/Ability

  • Knowledge of the planning process in Ontario
  • Knowledge of pertinent legislation including the Planning Act, the Municipal Act and other provincial legislation and policies.
  • Excellent written and oral communications skills.
  • Excellent research and analysis skills
  • Good working knowledge of Microsoft Office, including Word, PowerPoint and Excel, understanding of GIS systems, internet applications and other pertinent software
  • Preference will be given to candidates who have excellent presentation and group facilitation skills; excellent analytical, mathematical, logic and deductive reasoning skills in combination with creative thinking abilities; project management and multi-tasking skills.
Salary & Benefits

The 2014 pay range is $60,933 to $73,036 per year ($33.48/hr to $40.13/hr).
