The Office of the City Clerk is now seeking a Manager of Information Services to oversee the City's FOIP program and Information Services Unit. In your parallel universe, your goal will be to promote a culture of openness and transparency balanced with the protecting privacy and personal information. It will look something like this:

  • Make decisions about how the City will comply with the Freedom of Information and Protection of Privacy Act
  • Develop directives, procedures, policies and guidelines for Corporate Leadership Team approval regarding access and privacy compliance for the City, and implement as required
  • Provide expert advice and guidance to Administration regarding the Freedom of Information and Protection of Privacy Act
  • Respond professionally, efficiently and lawfully to access requests and privacy complaints
  • Manage the tracking, monitoring and assignment of FOIP requests to ensure the legislative requirements of the Act are met
  • Negotiate fees and clarify requests with applicants
  • Conduct third party notifications and negotiations, and protect the interests of the City
  • Develop and provide training for FOIP Coordinators, managers and employees regarding the FOIP Act
  • Liaise with provincial departments and the Office of the Information and Privacy Commissioner regarding responses inquiries under the FOIP Act
  • Coordinate the Corporate Bylaw Program
  • Provide reference and complex research services to the public and the administration regarding bylaws, Council records and agreements
  • Manage the records and information of the Office of the City Clerk
  • Manage the City of Edmonton Delegation of Authority Master Copy, including obsolete delegations
  • Coordinate the maintenance and preservation of Council/Committee records, bylaws, agreements and FOIP requests
Requirements
  • University graduation (preferably at the Master's level) in Information Management, Political Science, Public Administration, Policy Studies, Library Sciences or a related field
  • Supplementary education and experience in access and privacy legislation and information management (such as IAPP certificate program) would be an asset
  • Minimum of 4 years progressively responsible and diversified experience, in a complex and multi-disciplined organization, in the areas of operational research, policy development, strategic planning or project management
  • Working knowledge of the Freedom of Information and Protection of Privacy Act
  • Experience managing a FOIP program
  • Strong supervisory/leadership skills
  • Ability to write reports for City Council and Council Committees
  • Ability to work under pressure and meeting strict deadlines
  • Advanced communication and negotiation skills
  • Strong research, strategic and organizational interrelationship skills
  • Proficiency in Microsoft Word, Excel and Google applications 
  • The successful candidate will be required to obtain a satisfactory Edmonton Police Service Police Information Check certificate from the Police Information Check Section located at #108, 14315 118 Avenue. This can usually be obtained with only a single visit to the Police Information Check Section.
Salary & Benefits

$35.789 - $51.125 (Hourly), $68,936 - $98,476 (Annually).
