Ensure compliance and enforcement of all applicable by-laws and relevant legislation with tact, firmness, impartiality and sound judgment;
Working knowledge of Municipal by-laws;
Act as an ambassador for the City with residents and tourists;
Investigate and respond to external inquires/complaints pertaining to provincial acts and Municipal by-laws;
Issue warnings, infraction notices or summons in case of non-compliance and conduct follow-up site visits to ensure compliance with Municipal by-laws and provincial acts;
Monitor vehicles for compliance with parking and related by-laws by foot, bicycle or in a vehicle;
Prepare reports and update databases as required;
Serve legal documents; Collect license fees where applicable;
Prepare documentation for Legal Services, attend court and provide evidence in support of charges;
Enforce the animal control by-law including apprehension of dogs at large and support (RPOP) Responsible Pet Ownership Program;
Liaise with internal business units as required;
Assist with general duties in by-law enforcement office;
Follow City of Kingston’s policies and code of conduct;
Other duties as assigned.
Qualifications, Competencies
Grade 12 diploma or equivalent education plus successful completion of one year post-secondary education in Law & Security or related program;
One year’ related experience in addition to three years’ proven front-line customer service experience;
Court proceedings and by-law enforcement experience preferred;
Working knowledge of Microsoft Word, Excel & Outlook;
Experience with AIMS and Cityview databases would be an asset;
Knowledge of and experience with dogs and cats is considered an asset;
Must successfully complete the Municipal Law Enforcement Officials training program;
Must demonstrate corporate competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Must be team oriented, flexible and committed to continuous self-improvement;
Must be available to work a variety of shifts, including weekends;
Strong written and verbal communication skills with a high level of attention to detail;
Good physical condition; must be able to perform assigned duties in a variety of weather conditions;
Ability to apprehend dogs as required.
