PROJECT MANAGER, NEW COMMUNITY AREAS

Two (2) year contract

(FILE 14-2029-SM)

Responsible for the management and coordination of the processes which will lead to the preparation, adoption and ultimate approval of Secondary Plans to govern the growth and development of the New Community Areas, as defined in the City of Vaughan Official Plan 2010, to the year 2031.  Core job functions include: leading the Policy Planning new Community Areas study team and supervision of  staff and retained consultants assigned to;  managing  the procurement processes for the retention of consulting services; the on-going supervision of consulting resources; maintaining timelines and budgets in accordance with the approved work plan and budget;  ensuring effective and timely communication with City departments, external public agencies and landowners/proponents;  coordinating the public consultation process;  the preparation of reports and presentations to Council or Senior Management at appropriate milestones; the finalizing of the Secondary Plan document(s);  and  providing support, as required, through to final approval  by York Region/ Ontario Municipal Board.

Requirements
  • University Degree in Urban and Regional Planning or a related degree with extensive experience in the development of large scale or complex secondary plans, or suitable equivalent.
  • Membership in the Canadian Institute of Planners and Ontario Professional Planners Institute, and designated as a Registered Professional Planner (RPP).
  • Minimum of seven (7) years’ progressively more responsible planning experience, preferably in a municipal environment, with a minimum of two (2) years’ experience in supervising professional staff, preferably in a unionized workplace.
  • Experience in the supervision of consulting services and participation in public sector procurement processes.
  • Familiarity with Project Management principles and experience in managing large scale, multi-disciplinary land use planning studies.
  • An understanding of Ontario’s Provincial/Regional planning regime including the Planning Act, the Provincial Policy Statement, Provincial Plans and Regional Official Plans and related guidelines and studies; knowledge of processes prescribed under the Environmental Assessment Act is also an asset.
  • A comprehension of the disciplines, related studies and processes that influence land use policy decisions, such as traffic and transportation, urban design, retail planning, demographics including population, employment and land need projections; and Master Environmental/Servicing Plans, Sub-watershed Plans, housing and social services.
  • Experience in drafting complex planning policies and guidelines, suitable for adoption by Council.
  • Familiarity with Ontario Municipal Board processes and procedures, including working with legal counsel, attendance at hearings to provide professional evidence, the preparation of witness statements and participation in settlement negotiations and mediation processes.
  • Excellent writing skills focusing on reporting, the preparation of correspondence and implementing policy documents.
  • Experience in conducting/participating in public consultation and facilitation processes.
  • Excellent communication and presentation skills to constructively engage the project’s varied constituencies, including Council, the public, and City, Provincial, Regional and Public Agency staff, the consulting community and development industry.
  • Computer literacy utilizing MS Office software applications.  Experience in the use or application of GIS software and project management software, such as MS Project as well as discipline specific software (when specified) is an asset.
  • Knowledge of and demonstrated ability in the City’s core and leadership competencies and relevant functional competencies.
  • Valid Class “G” Ontario driver’s license, in good standing with a reliable vehicle to utilize on City business, when required. Ability to work outside normal business hours, as required.
