As one of the key Senior Planners in the Current Planning Branch, you will have a significant impact on how the City of Edmonton grows and develops. Your decisions will influence the broad physical, social, financial, economic, and environmental future of Edmonton. You will be charged with providing expert advice to contribute to the financial and operational effectiveness of the corporation and the attractiveness of Edmonton to investors and residents.
As the Senior Planner you will be involved in, but not limited to, the following activities:
• Supervise and lead a team of Planners, Planning Technicians and Clerks
• Train and support the staff in daily functions and provide a service delivery model that includes excellent customer relations and quality assurance
• Coordinate the responses to inquiries and reports prepared on behalf of the Section Director; Inquires may be from individual citizens or citizen groups (Community Leagues), other City staff, or City Councillors
• Maintain, develop and promote effective relationships and communication with stakeholders
• Receive, process and manage to the necessary outcome, zoning complaints from citizens, municipal staff and City Councillors in accordance with authority delegated in the City of Edmonton Zoning By-Law, and provisions of the Municipal Government Act with respect to Development Officers
• Recommend and implement policy changes which affect the way daily business is performed
• Design and implement new business processes to improve efficiency/effectiveness for the City and customers such as the development of the Residential Compliance Team
• Accountable for the Subdivision and Development Appeal Board (SDAB), particularly with respect to stop orders issued for development
• Work under constrained time limits to meet deadlines imposed by internal and external customers and City Administration.
• Understand the complex procedures and processes from written form to the actual analysis of those processes being performed. A complete understanding of the City’s development permitting process is absolutely essential to ensure prompt and complete review is completed of both public and private development applications
• Bachelors degree in Architecture, City Planning/Urban Design or a related degree, supplemented with post graduate education related to design and/or urban design, planning law or business administration is considered a valuable asset for this position
• Minimum of six (6) years of progressively responsible experience in municipal development planning within the land development industry
• Related working experience in Zoning Bylaw Enforcement and Compliance is highly desirable
• Membership or eligibility for membership with the Canadian Institute of Planners or Alberta Development Officers Association is an asset
• Thorough and current knowledge of the Development Permitting process and Zoning Bylaw, Municipal Government Act and relevant statutory plans, policies and procedures
• Ability to analyze complex technical information, interpret Zoning Bylaw regulations, and make timely decisions
• Must possess the skills to resolve confrontational situations that are sensitive in nature and have the ability to mediate and negotiate with staff, other department representatives, private developers and citizens
• Strong leadership, team-building and project management experience
• Excellent communication (verbal, written & presentation) skills
• Well developed analytical and organizational skills
• Must possess a valid Alberta Class 5 Driver's License and be eligible to attain a City Driver's Permit
Hours of Work: 36.9 hours per week, Monday - Friday. Hours of work may be subject to the terms and conditions of a variable hours of work program
Salary Range: 91M, Salary Grade: PT3, $41.084 - $58.691 (Hourly); $79,135.18 - $113,049.43 (Annually)
