Position Description: Provide sound technical support and advice to the Supervisor in the analysis of statistical data (including population, employment and industry data), in the collaboration and coordination of determining the official population statistics for the Regional Municipality of Wood Buffalo and in the development and use of population forecasting models for the Region. Monitors and assesses relevant trends and studies of the determinants of population growth to provide information for strategic planning and policy development. Provides sound technical support and advice to coordinate the Municipal Census.
Qualifications:
• Degree in statistics, economics, sociology, demography, geography or a related field.
• Master’s degree would be an asset.
• Minimum of two (2) years experience in the processing and analysis of micro data from Statistics Canada social surveys (or equivalent).
You will possess the following:
• Extensive knowledge of demographic theories, demographic methods, research methods, modeling, forecasting and information sources, including exposure to applied field research processes.
• An ability to apply demographic theory and employ quantitative and qualitative methods to create reports to improve understanding of population estimates and information.
• Knowledge of population data, methodologies, definitions, concepts and data from a wide variety of primary and secondary sources (e.g. municipal census, labor force survey, Canadian Immigration Commission, etc.).
• Strong research skills, including the ability to analyze and interpret information.
• Strong computer analysis skills, including word processing (Microsoft Word) spreadsheet, database, graphics (Excel, Access, Beyond 20/20), Geographic information systems (GIS) and presentation programs (Power Point), e-mail and Internet applications.
• Ability to use at least one of the following statistical software packages: STATA, SAS, SPSS.
• Ability to work collaboratively with key stakeholders to develop and share solutions.
• Superior analytical skills to anticipate emerging demographic issues, to oversee the gathering/compiling/analysis of data, to provide leadership in the use and development of population models, preparation of forecasts, interpretation of presentation of information, and organization of the data into relevant summaries/highlights/reports and briefings.
• Effective interpersonal skills to establish relationships with management and senior professionals, such as senior policy developers and demographers in other governments and industry to collaborate to resolve issues and develop creditable responses.
• Ability to communicate verbally and in writing, with individuals at all levels within government and other key stakeholders, such as senior management, policy developers, and program planners.
• Strong organizational and project management skills, effective time management skills to optimize resources and to achieve desired results within tight deadlines and high level of flexibility to deal with rapidly emerging situations.
• Strong decision making skills including: taking the initiative to achieve goals and acting to resolve problems before they arise; identifying common elements, themes and risks in situations and actions; taking a longer-range perspective of problems and situation; and identifying cause-and-effect relationships; implementing solutions to causes; and seeking opportunities and developing new approaches and solutions to problems.
Pay Level: PL 18
Salary Range: $42.95 (Probationary Rate)
$47.21 – $50.60 (Permanent Rates)
